: When will new fitment factor be announced



WHEN WILL NEW FITMENT FACTOR BE ANNOUNCED

The new fitment factor would take another month or two to be announced. This has been a question on everyone’s mind and the government too had put this decision on hold as the electionprocess has been set in motion. The most likely date for the announcement is January 2019.
How were increments given Increments to CG employees were given on the basis of different fitment factor. A report in Zee Business states that the government gave a certain increment on the basis of different fitment factors for the different levels at the time of implementing the recommendations of the 7th Pay Commission. According to this the highest fitment factor was at level 17, which was 2.81. Officers at this level get a basic pay of Rs 2,25,000.
What is the fitment factor likely to be The fitment factor could be anything in the range of 3 times to 3.68 times. While CG employees would hope for the fitment factor to be at 3.68 times. However the most likely fitment factor that the government would decide on would be 3 times.
Will there be arrears While CG employees would hope that there would be arrears, the most likely possibility is that there would be none. If the new fitment factor more than what the 7th Pay Commission had recommended is announced on January 26, then the same would be made applicable from January 1 2019.

Rupee Closes Flat At 73.57 Against Dollar



The rupee bounced back from the day’s low level to settle almost flat at 73.57 against the US currency on Tuesday helped by easing crude oil prices and increased dollar selling by banks and exporters. The rupee opened weak at 73.74 and later fell to the day’s low of 73.82 due to steady capital outflows amid deep losses in stock markets due to growing geopolitical concerns. However, retreating crude oil prices which fell 1.93 per cent to $78.29 per barrel eased concerns and helped arrest a decline in the local currency, a dealer said.
Increased dollar selling by banks on the behalf of the Reserve Bank helped the rupee recover from losses. “Rupee pared losses and closed flat as crude oil prices retreated and dollar selling by state run lenders on behalf of RBI,” V K Sharma, Head PCG & Capital Markets Group, HDFC Securities said.
Bond markets also arrested their decline as softer US yields supported the sentiment. The benchmark 10-year bond yield fell by 4 basis points, the most since October 16, to 7.89 per cent as investors cut down exposure to riskier assets. The rupee settled at 73.57 per dollar, showing a loss of just 1 paise over the previous close. On Monday, the rupee had settled 24 paise lower at 73.56 against the US dollar.
Stock markets fell for the fourth day in a row tracking sluggish trend in global markets on geo-political tensions and fresh worries over trade war.
Foreign investors took out more than Rs. 850 crore from capital markets since Friday amid growing geopolitical tensions.    The Financial Benchmark India Private Ltd (FBIL) set the reference rate for the rupee/dollar at 73.7818 and for rupee/euro at 84.4743. The reference rate for rupee/British pound was fixed at 95.5568 and for rupee/100 Japanese yen was 65.62.

नए फिटमेंट फैक्टर और न्यूनतम वेतन 21000 का ऐलान 11 दिसंबर के बाद करेगी सरकार


पिछले काफी समय से 7वें वेतन आयोग की सिफारिशों से ज्यादा न्यूनतम वेतन की मांग कर रहे केंद्रीय कर्मचारियों की मांगे जल्दी पूरी होने जा रही है. मीडिया रिपोर्ट्स के अनुसार मोदी सरकार 11 दिसंबर के बाद नए फिटमेंट फैक्टर और संशोधित न्यूनतम वेतन का ऐलान कर सकती है. वित्त मंत्रालय के उच्च स्तरीय सूत्रों के अनुसार सरकार ने कर्मचारियों की मांगों पर अपना होमवर्क पूरा कर लिया है. अब विधानसभा चुनावों के नतीजों के बाद इसकी ऐलान किया जाएगा.

Why Are Teachers in Kashmir Crying


It is obligatory and mandatory for every em­ployer to pay salaries and remunerations to its employees well in time. Timely salaries of employees motivate them to put in their 100 % energies and efforts to get the desired results. A department, a firm or a company is sure to prosper and progress, if it takes care of the legiti­mate rights of its employees. On the other hand, a department or a company is certain to fail to achieve the set targets, if it ignores and neglects its work force. Many employers come up with incentives and perks for employees to draw the best out of them. Such employers touch the mile­stones and reach the zenith of progress. But, If the workforce is not paid in time how can employers expect them to work with zeal and zest.

Something same is happening in our part of globe. Our school education department is grabbing the headlines for starving its 41,000 teachers working under erstwhile SSA and RMSA. The stalemate between these teachers and the government took ugly turns when these teachers boycotted class work earlier this year and took to roads and streets.

Good news and what the hike in GPF rate means to CG employees


The Union Government increased the rate of interest for the General Provident Fund (GPF) and other related schemes by 0.4 percentage points to 0.8 per cent for the October-December quarter. The GPF rate has now been brought in line with that for the Public Provident Fund (PPF). It may be recalled that even the PPF rate had also been hiked recently by the Union Government. The interest rate on GPF was 7.6 per cent for the July-September quarter of 2018-2019. During the year 2018-19, accumulations at the credit of subscribers to the GPF and other similar funds shall carry interest at the rate of 8 per cent with effect from October 1 2018 to December 31 2018. The interest rate would apply on Provident funds of Central Government employees, defence forces and also those employed with the railways. Last month, the government had announced that the interest on small savings including NSC and PPF will be hiked by up to 0.4 per cent points for the October-December quarter in a bid to align it with rising deposit rates in the banks.

Central Government Employees Not Get Salary Hike

The Union government has expanded the rate of interest for General Provident Fund (GPF) and other related plans by 0.4 rate points to 8 percent for the October-December quarter. With the hike, the GPF rate has come in accordance with that for Public Provident Fund. The PPF rate was additionally hiked as of late by the Center.

The interest rate would apply on Provident Funds of central government employees, railroads and defense powers. A month ago, the government declared that the interest on little funds, including NSC and PPF, will be hiked by up to 0.4 percentage for the October-December quarter, to adjust it to rising store rates in the banks.

सीएम मनोहर लाल ने हरियाणा विद्यालय शिक्षा बोर्ड के कर्मचारियों को 7वें वेतन आयोग का लाभ देने की घोषणा की। उन्होंने राजकीय स्कूलों में पढ़ने वाले एससी व बीसी के विद्यार्थियों का परीक्षा शुल्क माफ कर दिया, जिसका भुगतान शिक्षा विभाग करता था।

सीएम सोमवार शाम शिक्षा बोर्ड अलंकरण समारोह में साल 2012 से 2018 तक प्रदेश में 10वीं व 12वीं कक्षा में प्रथम व द्वितीय स्थान प्राप्त करने वाले राजकीय व ओपन स्कूलों के मेधावी विद्यार्थियों को सम्मानित करने पहुंचे थे। समारोह में 59 छात्राओं को डॉ. कल्पना चावला अवाॅर्ड, 57 को गोल्ड और 100 विद्यार्थियों को सिल्वर मेडल से सम्मानित किया गया।




सीएम ने शिक्षा की गुणवत्ता में सुधार कर अव्वल रहने वाले 95 स्कूलों को ट्रॉफी देकर सम्मानित किया। नकल उन्मूलन में अहम योगदान देने वाले प्रदेश के 9 स्कूलों को 25-25 हजार रु. की राशि देकर सम्मानित किया। सीएम व शिक्षा मंत्री रामबिलास शर्मा ने बोर्ड स्थापना का स्वर्ण जयंती लोगो जारी किया और बोर्ड परिसर में भारत के पूर्व प्रधानमंत्री स्व. अटल बिहारी वाजपेयी के नाम पर बनने वाले अटल बहुउद्देशीय सभागार का शिलान्यास किया। इसके बाद सीएम ने रोड शो किया।

हरियाणा के सरकारी कर्मचारियों को जल्द मिलेगा सैलरी वृद्धि का तोहफा

Teachers defer strike till Nov 30 after govt’s assurance


The Odisha School Teachers’ and Employees’ United Forum on Saturday announced to defer the strike till November 30 after the state government gave assurance to look into their demands.

The announcement was made after the forum held discussions with Chief Secretary Aditya Prasad Padhi in a meeting held on Friday, informed forum president Prakash Chandra Jena.

In the discussion, the state government has also assured the agitating teachers to provide the salary of 46 days and clear 30-day salary dues of college teachers.

Supreme Court Rejects Plea For Minimum Wages For Unorganised Sector Workers


The Supreme Court on Friday dismissed social activist Swami Agnivesh’s plea for payment of minimum wages to workers in the unorganised sector across the country. These wages should be equivalent to what is paid to Group ‘D’ central government employees under the 7th Pay Commission recommendations, the petitioner had pleaded. Declining to entertain the plea, a bench of Chief Justice Ranjan Gogoi and Justice Sanjay Krishan Kaul asked him to approach the authorities concerned.

As Justice Kaul said that “you can go to authority”, Agnivesh said that “authorities are callous”. As the court asked “how can you say minimum wages linked to the 7th Pay Commission for everyone?”, Agnivesh said: “It is a recommendation of the top court in 1992.” Agnivesh later said that the Supreme Court’s earlier judgment had elevated minimum wage to the level of fundamental rights under Article 23 of the Constitution.

7th pay commission: In yet another move that will please a big section of the population, the Chief Minister ML Khattar led government in Haryana on Thursday cleared a 2 per cent hike in Dearness Relief (DR) for retirees. It will come as a big relief for state government pensioners and family pensioners. The DR hike order will be implemented with effect from July 1, 2018.

Significantly, this move by the government will be more than welcome since it has raised the Dearness Relief on the same lines as by the Centre for the central government employees who come under the aegis of teh 7th Pay Commission report linked salary system. As such, the raise in Dearness Relief is from the current 7 per cent level to 9 per cent. This was announced by Haryana Finance Minister Capt Abhimanyu in an official statement yesterday.

Don’t Take Action On Anonymous Complaints Of Corruption Against Babus: Govt To Depts



There is no need to take action on anonymous or pseudonymous complaints alleging corruption by government employees, according to a directive issued by Personnel Ministry to all central government departments.

It said such complaints “need to be simply filed”.

Officials said Wednesday the move comes after some of the central government departments received complaints of alleged corruption by high-ranking officials.

Arunachal Pradesh Govt Calls Two-Day Pen-And-Tool-Down Strike By Employees ‘Illegal’, Warns Of Strict Action



The Arunachal Pradesh government has termed the two-day pen and tool down strike called by employees under the banner of Confederation of Service Associations of Arunachal (CoSAAP) as ‘illegal’, officials said on Thursday.

The state government in an order on Wednesday termed the strike as ‘illegal and said stern action would be taken against employees taking part in the strike, the official said.

“Any government employee taking part in the pen/tool down strike shall be in gross contravention with CCS (Conduct) Rules, and such employees will be liable for disciplinary proceedings under CCS (CCA) Rules and other relevant Act/Rules,” the government order said.

The Cabinet has recently decided to grant the House Rent Allowance (HRA) and Tough Location Allowance (TLA) despite the ‘precarious’ financial condition of the state, it said.

Citing this provision, the Railway Administration has refused to raise the pay of the employees by 3% of the total pay when they were promoted to higher Pay Level-5 CPC) from Pay Level-3 (GP 2000 of 6th CPC).

Yogi Adityanath govt woos pharma cos, private healthcare firms through mega parks, PPP models in Uttar Pradesh


The Yogi Adityanath government in Uttar Pradesh said it is planning to open six mega pharmaceutical manufacturing parks across the state and has received an investment commitment of about Rs 5,000-6,000 crore from domestic and multinational pharma companies.

The government is in talks with several multinational companies like Mylan, Pfizer along with other domestic players for setting up pharma units in the state, Uttar Pradesh health minister Sidharth Nath Singh told Moneycontrolon sidelines of the Organisation of Pharmaceutical Producers of India (OPPI) annual event in Mumbai.

7th Pay Commission latest news: After nation-wide protest, Central government employees' big plan


Hundreds of thousands of central government employees, including Indian Railways staff, today observed 'All India Protest Day', despite a strict warning from the Department of Personnel and Training (DoPT). The 'All India Protest Day' was called by the National Joint Council of Action (NJCA), an umbrella organisation of several central government employees' groups. 

In a letter to the central government employees dated 18th September 2018, the DoPT had noted, "It has been brought to the notice of the Government that National Joint Council of Action (NJCA), New Delhi has decided to observe “All India Protest Day” on 19th September, 2018 in support of the following issues: i. Upward Revision of Minimum Wage and Fitment Formula; ii. Scrapping of the New Contributory Pension Scheme; and iii. Allow Option No.1 as one of the Pension Fitment Formula."

Tripura Government Announces 7th Pay Commission to 2.5 Lakh Government Employees


Fulfilling its poll promise of revising the salary of state employees, the ruling party in Tripuraannounced 7th Pay Commission to the state employees and this has certainly carried a smile to the employees. With this new change in the pay of the government employees, the BJP government has newly been able to win the confidence of the majority of the people of the state.

Chief Minister Biplab Kumar Deb announced the new revisions in the pay scale which will come into effect from October 1. It was the report submitted by the committee of experts headed by former Assam Chief Secretary PP Varma that pushed the state government to proceed for the 7th pay Commission implementation. The government, however, examined the report and then decided to incorporate its suggestions. The expert committee submitted the report on Friday and it was accepted on Tuesday in a special Cabinet meeting presided over by the CM.

Cabinet approves Productivity Linked Bonus for Railway Employees

Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2017-18 for all eligible non-gazetted Railway employees About 11.91 lakh non-gazetted Railway employees are likely to benefit from the decision Payment of 78 days’ PLB to railway employees has been estimated to be Rs. 2044.31 crore 

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the payment of Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2017-18 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel). The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs.2044.31 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs.17,951 for 78 days. About 11.91 lakh non-gazetted Railway employees are likely to benefit from the decision.
