सैलरी बढ़ोतरी की मांगों को लेकर केंद्रीय कर्मचारी की खास तैयारी, करेंगे संसद का घेराव



7th pay commission की सिफारिशों से अधिक वेतन बढ़ोतरी का इंतजार कर रहे केंद्रीय कर्मचारियों की उम्मीदें खत्म होती जा रही है। वेतन बढ़ोतरी में हो रही देरी से कर्मचारियों में मायूसी छाने लगी है। वेतन बढ़ोतरी की उनकी मांगों के प्रति सरकार के रवैये को लेकर 50 लाख से ज्यादा कर्मचारी गुस्से में आ गए हैं और उन्होंने सरकार के खिलाफ विरोध प्रदर्शन का बिगुल फूंक दिया है।
न्‍यूनतम बेसिक सैलरी में बढ़ोतरी की मांग
कर्मचारी लगातार न्‍यूनतम बेसिक सैलरी में बढ़ोतरी की मांग कर रहे हैं। अब उन्होंने संसद घेराव का मन बना लिया है। नेशनल काउंसिल ऑफ ज्वाइंट कंसलटिव मशीनरी ऑफ सेंट्रल गवर्मेंट इम्पलाइज के सचिव और ऑल इंडिया रेलवे मेल्स यूनियन के महासचिव शिव गोपाल मिश्रा ने कर्मचारियों की मांगों को लेकर जानकारी देते हुए कहा कि देश के 50 लाख कर्मचारी वेतन आयोग की विसंगतियों को दूर करने और पुरानी पेंशल पॉलिसी को वापस लाने की मांग कर रहे हैं, लेकिन सरकार के रवैये को देखते हुए अब कर्मचारियों के भीतर आक्रोश बढ़ता जा रहा है।
केंद्रीय कर्मचारी करेंगे संसद का घेराव
वेतन बढ़ोतरी की मांगों पर सरकार के रूख से नाराज केंद्रीय कर्मचारियों ने संसद घेराव की तैयारी की है। कर्मचारियों का कहना है कि अगर उनकी मांगें नहीं मानी गई तो दिसंबर में केंद्रीय कर्मचारी संसद भवन का घेराव करेंगे। वहीं उन्होंने 19 सितंबर से सरकार के खिलाफ विरोध प्रदर्शन शुरू कर दिया है। 19 सितंबर को ‘ऑल इंडिया प्रोटेस्‍ट डे’ के तौर पर मनाया गया और कहा कि पूरे सितंबर महीने में वो अलग-अलग स्तर पर विरोध प्रदर्शन करेंगे।
सरकार पर दवाब बनाने की तैयारी में केंद्रीय कर्मचारी
न्यूनतम वेतन बढ़ोतरी को लेकर सरकार साफ कर चुकी है इसमें किसी भी तरह की बढ़ोतरी नहीं की जाएगी। ऐसे में लोकसभा चुनाव से पहले कर्मचारी सरकार पर दवाब बनाना चाहते हैं। देश में लगभग 48 लाख केंद्रीय कर्मी हैं और 60 लाख के करीब पेंशनभोगी है। करीब 1 करोड़ लोगों की नाराजगी सरकार के लिए बड़ी मायने रखती है। सरकार इतने बड़े वोटबैंक को नाराज नहीं करना चाहेगी। इसी को ध्यान में रखते हुए केंद्रीय कर्मचारी सरकार का विरोध कर उसे घेरना चाहती है।
सितंबर होगा प्रोटेस्ट महीना
कर्मचारियों ने 19 सितंबर को ऑल इंडिया प्रोटेस्‍ट डे क तौर पर मनाया। देश भर में केंद्रीय कर्मचारियों ने धरने और प्रदर्शन किए। वहीं केंद्रीय कर्मचारियों ने कहा है कि सितंबर महीने वो अलग-अलग तरीके से विरोध प्रदर्शन करेंगे। गौरतलब है किकर्मचारियों की मांग है कि न्‍यूनतम वेतनमान 18000 से बढ़ाकर 26000 रुपए कर दिया जाए और फिटमेंट फैक्‍टर को 2.57 से बढ़ाकर 3.68 किया जाए।

PFRDA Caps At 5% Of Total Corpus On Equity Mutual Fund Investment By NPS


PFRDA caps on equity mutual fund investment at 5% of the total corpus by National Pension System will be applicable to all pension schemes – central and state governments, private sector, NPS Lite and Atal Pension Yojana.

In order to prevent pension fund managers from investing a large sum of money in equity mutual funds, Pension Fund Regulatory and Development Authority (PFRDA) has put a cap on equity mutual fund investment at 5% of the total corpus. The pension fund regulator has issued a circular last week which outlines the change in investment guidelines for National Pension System (NPS) regarding investment in equity mutual funds by pension funds.

Govt Teachers Aggrieved Over New Rule For Pay Hike


Teachers of government schools in Delhi are aggrieved over a new criterion being implemented by the education department for their annual evaluations under guidelines of the 7th Pay Commission which makes it compulsory for them to have the “very good” remark for their performance in the last five years to get hikes and promotions.

The teachers said the criterion cannot be applied for the last five years as the 7th Pay Commission was implemented only two years back, in 2016. “Earlier, we used to get hikes and promotions on “good” remark but the benchmark was raised to “very good” when the 7th Pay Commission guidelines were implemented. It should ideally be applicable from then only. But, as per the Directorate of Education (DoE), we need the “very good” remark for our performances from 2011 to 2016. How is it justified,” Ajay Veer Singh, general secretary, government teachers’ association, said.

RBI To Seek Changes In Pension Regulations


The Reserve Bank of India (RBI) is preparing a list of recommendations to be sent to the Union government seeking amendments to RBI Pension Regulations, said two people aware of the development.


While RBI retirees used to receive pension in line with central government employees, the scheme was withdrawn by the government in 2008. The unions of the central bank had recently called for a mass casual leave protest, which was withdrawn after a letter from the government to RBI asking for recommendations on changes required.

Permit Govt Employees To Travel To Kerala On LTC: Alphons To PM


Union minister K J Alphons wrote to Prime Minister Narendra Modi Friday and urged him to permit central government employees to avail leave travel concession (LTC) allowance to visit Kerala as it would boost tourism in the flood-ravaged state.

At present, the central government employees can avail their home town LTC allowance to visit Jammu and Kashmir, northeast region and the Andaman and Nicobar Islands. The employees get reimbursement of tickets for to and fro journey, besides paid leaves.

Central Govt Staff To Get Pension Payment Order On...



A mechanism has been put in place under which central government employees will get pension payment order (PPO) on the day of retirement, Union Minister Jitendra Singh said on Tuesday.

Inaugurating the All India Pension Adalat, he said Prime Minister Narendra Modi has given directions that pensioners be provided a hassle-free administrative system to resolve their grievances.

The Minister for Personnel, Public Grievances and Pensions said pension adalats will help in on-the-spot redressal of pensioners’ grievances.

Singh said a number of reforms have been undertaken by the government to help pensioners.





“He said a mechanism has been put in place wherein pensioners will get PPO on the day of their retirement,” according to a statement issued by the Personnel Ministry.

Singh said the number of retired people in India is increasing and steps should be taken to channelise their energies in a positive manner.

“There should be a smooth transition from active life to retired life. The pensioners should re-orient themselves to a new beginning,” the minister said.

Anubhav awards

He also presented ‘Anubhav’ awards-2018 to six pensioners for their contribution towards creating institutional memory for the departments.

On the occasion, Singh launched a booklet — ‘An era of sustained reforms for central government pensioners’ — which enumerates simplification of rules and steps initiated to strengthen the grievance portal and make it user-friendly.

The pension adalats are being convened with the objective of bringing on a common table the aggrieved pensioner, the department concerned, the bank or CGHS representative, wherever relevant, so that such cases can be settled across the table within the framework of extant rules.

Pre-retirement counselling

Besides the pension adalat, a pre-retirement counselling (PRC) was also conducted for the central government employeeswho are about to retire in the next six months.

According to the statement, “Six hundred retiring central government employees participated in this PRC out of which a significant number were from the central armed police forces.”

The objective of the PRC workshop was to create awareness about post-retirement entitlements as well as to educate the staff on advance planning for retirement including medical facilities and participation in voluntary activities after superannuation.

Subject: All India Protest Day for 19th September, 2018 – Instructions under CCS (Conduct Rules), 1964 – Regarding.



It has been brought to the notice of the Government that National Joint Council of Action (NJCA), New Delhi has decided to observe “All India Protest Day” on 19th September, 2018 in support of the following issues:



i. Upward Revision of Minimum Wage and Fitment Formula,



ii. Scrapping of the New Contributory Pension Scheme; and



iii. Allow Option No. 1 as one of the Pension Fitment Formula.



2. The instructions issued by the Department of Personnel and Training prohibit the Government servants from participating in any form of strike including mass casual leave, go slow or any action that abet any form of strike in violation of Rule 7 of the CCS (Conduct) Rules, 1964. Besides, in accordance with the proviso to Rule 17(I) of the Fundamental Rules, pay and allowances is not admissible to an employee for his absence from duty without any authority. As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can be claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also ruled in several judgements that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. Attention of all employees of this Department is also drawn to this Department’s O.M. No.33012/1/(s)/ 2008-Estt.(B) dated 12.9.2008, on the subject for strict compliance (enclosed as Annexure-A).



3. All officers are requested that the above instructions may be brought to the notice of the employees working under their control. All officers are also requested not to sanction Casual Leave or any other kind of leave to the officers and employees, if applied for, during the period of proposed protest, and ensure that the willing employees are allowed hindrance free entry into the office premises.



4. In case employees go on protest, all Divisional Heads are requested to forward report indicating the number and details of employees, who are absent from duty on the day of protest, i.e., 09.2018.

Sub: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 01.07.2018.

The undersigned is directed to refer to this Department’s OM No. 42/06/2018- P&PW(G) dated 22.03.2018 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 7°/o to 9% w.e.f 01.07.2018.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/ Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4134/ 2002-P&PW(D) Vo1.11 dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) dated 11.09,2017.

3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

5. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

6. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

7. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II134-80-11 dated 23/04/ 1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

8. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

9. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No. 1/2/2018-E.II(B) dated 07th Sept,2018.

HANDING OVER OF ECHS SMART CARD TO ECHS BENEFICIARIES

1. 64 KB Smart Card is being filled ‘online’ followed by ‘online’ verification before the data goes to the Card making company to print & despatch the Cards. Contracting company despatches the Smart Cards to Regional Centres in Station Headquarter packets. Regional Centres despatch these Stn HQ packets to Stn HQs.

2. Once the Cards are received at Station Headquarters, these have to be accounted for. SMS is sent to the beneficiary along with OTP to come & collect Card at the Stn HQ. Once OTP is fed’ into the system, activated card is handed over to the beneficiary for use.

3. . Station Headquarters are currently responsible not only for issue of new Smart Cards but also to collect old cards/temp slips besides physical verification of all beneficiaries as this is the only stage when physical presence is being used for authentication.

4. A number of Ex-Servicemen have represented that they are finding it inconvenient to take all the beneficiaries to the dependent Station Headquarters for collection of ECHS Cards besides Station Headquarters being far off from their place of residence.

5. The competent authority has approved the following for collecting new 64 Kb Cards from respective Station Headquarters :-

(a) The primary beneficiary can collect his own card and the cards of his dependents from Station Headquarters.

(b) The primary beneficiary will be responsible to handover all the old Cards/Temp Slip as applicable to Station Headquarters while collecting the Cards of self and dependents.

(c) The primary beneficiary will be responsible to produce required documents to ‘establish that the dependents are entitled for the ECHS Card.

(d) The Station HQ can also distribute the Cards at Polyclinic on specified days /dates and any nominated location on a pre announced date, as per the procedure laid down for online endorsement & accounting of Cards & documents.

6. Option of video call based verification using mobile, if needed, could also be utilized.

7. Station Headquarters will continue to remain responsible for accounting.

8. Regional Centres to fwd a copy of this letter to all Station Headquarters covering their Polyclinics.
