7th pay commission: This kind of tough negotiations in offing?

Salary hike demand has been hanging fire for a very long time and it has raised anxiety levels among all concerned as there is no real example that can act as the template that will show the way forward when negotiations for pay hike finally do happen for central government employees. Unless, of course, Centre declares it by fiat where no negotiations are asked for. In such a vacuum, what is happening in other segments of the bureaucratic and financial system acquires importance. The current tussle that is in the news is between the Indian Banks Association (IBA) and bank employees unions. Staff has asked for a pay hike as high as 25%, but had earlier added this is negotiable. IBA, which represents bank management, will have none of it. It had offered just 2 percent, citing bank NPAs crisis to say it can't offer a greater pay hike to staff. Employees had replied that the problems were not created by them and that they have worked hard to implement government schemes such as Jan Dhan, demonetisation, Mudra and Atal Pension Yojana, among others.

PSU Bank Employees To Get Performance Based Payouts

PSU bank employees may have to toil more if they want to earn more. Apparently senior management at PSU banks are considering to introduce a system that could link salaries to performance.

A report suggests that banks such as State Bank of INdia, Punjab National Bank and Bank of Baroda were planning to introduce a system in place to award better salaries to performers of the bank.

PNB’s Managing Director and CEO Sunil Mehta had been quoted in the report as saying that his bank was seriously thinking of introducing a system of performance-based incentives for officers above general manager grade.

“There will be a component of fixed and variable pay. But it will evolve slowly,” he explained.

VERY BAD NEWS -

Central Government Employees May Soon Get Nod to Travel Abroad For Vacations

Following an announcement by the Maharashtra government about the implementation of the recommendations of the 7th Pay Commission, the government employees have more good news in store. This is because 48 lakh central government employees will soon get an opportunity to travel abroad. Under current rules employees can avail Leave Travel Concession (LTC) only if they travel within the country.

New rules of LTC are expected to be applicable in the next few months, after which all departments will be eligible for travelling abroad. According to a media report in Amar Ujala, the new rule has got a formal approval from the Finance Ministry and the Prime Minister’s Office.

Maharashtra Government to disburse 25% of 7th pay commission arrears soon

Instead of waiting till Diwali to disburse the Rs 21,000 crore seventh pay commission arrears to all 17 lakh government employees, the state government will be disbursing Rs 5,000 crore of the amount to employees before Ganeshotsav.

Government employees will receive the advance in four categories. Class four employees will receive Rs 25,000 and the other three categories will receive Rs 50,000, 75,000, and Rs 1 lakh, as per their designation. It would enable the employees to reduce the burden of additional expenditure due to ensuing festivities like Ganesh Chaturthi and Diwali. The announcement is likely to be made and the amount released anytime during this week or the one after it.

7th Pay Commission: Why Central Government Employees Not Happy With Current Salary Status

Citing high inflation rate, Central government employees have been demanding an increase in the fitment factor from 2.57 times to 3.68 times, which means the employees want an amount of Rs 26,000 against the current value of Rs18,000.

It has been sometime that the Central and State government employees have been demanding an increase beyond the recommendations of the 7th Pay Commission. While the government employees have not objected to the process, the concerns have been raised about the actual amount that has been cleared. Given higher inflation rate, employees have been demanding a hike in fitment factor. According to media reports the Prime Minister may announce an increase in the fitment factor on August 15.

7th Pay Commission: Hike in Minimum Pay, Fitment Factor For Central Government Employees in Three Weeks?

The Central Government employees, who have been waiting for a hike in fitment factor and minimum pay beyond the 7th Pay Commission recommendations, are likely to get a good news in next three weeks. If reports are to be believed, Prime Minister Narendra Modi will make an announcement regarding a hike in the minimum pay and fitment factor beyond 7th CPC recommendations on Independence Day, August 15. Meanwhile, it will be interesting to see how much authenticity these reports contain.

Amid the wait for hike in fitment factor and minimum pay, reports suggest that the Central Government employees and pensioners may get an increase in the dearness allowance soon. This news has provided a strong base to the hopes for an raise in the fitment factor and minimum pay beyond Seventh Pay Commission or 7th Central Pay Commission recommendations. If a hike is announced in the dearness allowance, the move may benefit 48.41 lakh central government employees and 61.17 lakh pensioners.
