Around 1 Million Bank Employees To Go On 2-Day Strike From Wednesday



Around 1 million bank employees will go on a two-day strike this Wednesday as the conciliation efforts by the Union government failed to convince bank unions to call off protests against the proposed low wage hike.

Additional Chief Labour Commissioner (CLC) Rajan Verma met the bank unions, under the banner of the United Forum of Bank Unions (UFBU), finance ministry officials and bank management, represented by the Indian Banks’ Association (IBA) in an effort to avert the strike.

“The CLC tried his best to sort out the strike-related issues but there is no positive development. Though the bankers, through the IBA, said they are willing to reconsider the proposed wage hike, there was no concrete proposal.

Attention is invited to para 4.6.6 of CPPC Guidelines issued by CPAO whereby it has been mentioned that “The Home Branch will meet all information needs of the pensioner using the CPPC system. The CPPC software will display on the computer screen, options and view of the details of calculation of pension and its breakup of the pension paid to the pensioner/ family pensioner. The Home Branch will act as intermediary between the pensioner & CPPC and, besides providing accounts statement, provide to the pensioners the TDS, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement”.
In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to strictly adhere to the above mentioned provision of para 4.6.6 of the CPPC guidelines.

The undersigned is directed to refer to this Ministry’s letter No. 17(02)/2016/D(Pen/Pol) dated 4th September, 2017. In accordance with Para 4.1.1 of said letter, the emoluments reckoned for calculation of pension include Non Practicing Allowance (NPA) granted to Medical officers of Army Medical Corps/Army Dental Corps/Remount & Veterinary Corps.
2. For Medical Officers of Armed Forces who have retired from 1.1.2016 to 30.6.2017, their pension is based on emoluments which included NPA @ 25% of the pre-revised pay. Orders have been issued by Ministry of Defence vide letter No. 4(10)/2017/D(Med) dated 28th September,2017 for grant of NPA to serving medical officers @ 20% of basic pay w.e.f. 1.7.2017. Accordingly, the medical officers retired/retiring on or after 1.7.2017 are entitled to pension based on emoluments which include NPA at the rate of 20% of the revised basic pay.
3. The matter regarding revision of pension the Medical Officers of Armed Forces who retired during 1.1.2016 to 30.6.2017 based on revised rate of NPA has been examined by the Government. It has been decided that all kind of pension/family pension in respect of Medical officers of Armed Forces who retired/died during 1.1.2016 to 30.6.2017 and were drawing NPA at old rates on the date of retirement/death, shall be further revised w.e.f. 1.7.2017 by adding NPA @ 20% to the basic pay on the date of retirement. The fixation of pension/family pension of retired Medical officers of AMC/ADC/RVC in the above manner, shall be further subject to the condition that emoluments (i.e. Basic Pay + MSP + NPA) to be reckoned for pension do not exceed Rs. 2,37,500/- (Rupees two lakh thirty seven thousand and five hundred only). Amount of Gratuity and CVP which has already been notified, shall remain unchanged.
4. This issues with the concurrence of Ministry of Defence(Finance/Pension) vide their ID No. 10(8)/2018/Fin.Pen dated 11.05.2018.

Subject: Non-acceptance of Nomination Form for Life Time Arrear (LTA)
It has been observed that Pension Payee Scheduled Bank branches are not accepting Nomination Form for “Life Time Arrear” on the pretext that their branch has not received any instructions from their head office.
As per para 23 of the Scheme Booklet on acceptance of Nomination Form for Life Time Arrears provides that where the Nomination for the payment of arrears does not exist then the Authorized Bank will seek instructions of the CPAO, who will in turn, refer the matter to AG/CCA/CA/Dy.CA for obtaining the requisite sanction of Head of the Office. As such, the claimant can also approach the Head of Office where the pensioner served before his/her retirement/ death.
Moreover para 4.5.7 of the Scheme Booklet clearly states that “CPPCs may ensure that the responsibilities assigned to Home Branches are enforced so that the pensioners are not redirected to CPPC for redressal of grievances and information needs. Necessary performance measures and monitoring mechanisms, in co-ordination with the respective administrative structures to achieve the desired level of service delivery in Home Branches as well as CPPCs may be instituted by the Bank.”
This issues with the approval of Chief Controller (Pensions).

Income Tax Department Releases All Seven ITR Forms For E-Filing

The Income Tax Department today launched and activated all the seven ITR forms for e-filing by taxpayers, after more than a month of them being notified.

The Central Board of Direct Taxes had notified the new Income Tax Return forms for the assessment year 2018-19 on April 5.
“All ITRs for AY 2018-19 are now available for e-filing,” the income tax department said in a statement.
The tax department has launched the ITR forms gradually since April 5 as the taxpayers have been looking forward to file their returns before the stipulated deadline of July 31.
All seven ITRs are to be filed electronically on the official web portal of the department -https://www.incometaxindiaefiling.gov.in – except for some category of taxpayers, the CBDT had said.
The new ITR forms mandate the salaried class assesses to provide their salary breakup, and businessmen their GST number and turnover.
The ITR-1 called ‘Sahaj’ is largely used by the salaried class of taxpayers with income up to Rs 50 lakh from salary, one house property only and additional income such as interest earned from fixed deposits and recurring deposits.
This time, the ITR-1 form seeks an assessee’s details in separate fields such as allowances not exempt, profit in lieu of salary and value of prerequisites among others.
This form was used by three crore taxpayers during the last financial year.
Similarly, the ITR-2 form is used by individuals and Hindu Undivided families (HUFs), who have income from any sources except income from profits and gains of business or profession, including NRIs.
Individuals and HUFs having income under the head business or profession can file either ITR-3 or ITR-4 in presumptive income cases.
The rest of the forms are for different category of taxpayers.
The CBDT, which makes policy for the tax department, had said that some fields have been “rationalised” in the latest forms and that there is no change in the manner of filing of the ITRs as compared to last year.
In case of non-resident taxpayers, the requirement of furnishing details of “any one” foreign bank account has been provided for the purpose of credit of refund.
The requirement of furnishing details of cash deposits made during a specified period (in the wake of the note ban of 2016) as provided in the ITR form for the AY 2017-18 has been “done away with” this time.
The field to either mention the 12-digit Aadhaar number or the 28-digit enrolment Aadhaar ID has been retained in the new forms.
The CBDT had said individual taxpayers of 80 years or more at any time during the previous year or an individual or HUF, whose income does not exceed Rs 5 lakh and who has not claimed anyrefund, can file ITRs in the paper form, using the ITR-1 or ITR-4.

Subject: Admissibility of air fare for children below the age of 5 years of the Government servants non-entitled to travel by air on LTC — clarification reg.
The undersigned is directed to invite reference to Department of Personnel & Training’s O.M. No. 31011/2/2006-Estt.A dated 24.4.2006, 21.05.2007 and 03.12.2007 which stipulates that a non-entitled Government servant is allowed to travel by air while availing LTC provided that the reimbursement made in such cases is restricted to the train fare of entitled class. In this regard, it may be noted that while no fare is charged by Railways for a child below the age of 5 years travelling by train, airlines charge full air fare for child of 2 years of age and above.
2. This Department is in receipt of references from various Ministries/Departments seeking clarification on reimbursement of LTC claim in a situation where a child of a non-entitled Government servant, aged less than 5 years, travels by air on LTC and entitled train fare is claimed by that Government employee in respect of his/her child.
3. The matter has been examined and it is clarified that since children below the age of 5 years are not charged for rail journeys, no reimbursement shall be made in respect of the air journey performed by children, aged less than 5 years, of the Government servants who are not entitled to travel by air on LTC. It may be noted that this provision shall not be applicable for the segments where the air journey has been allowed to the non-entitled Government servants and their families under the special dispensation scheme, existent from time to time.

केंद्र सरकार के कर्मचारियों के पेंशन के लिए आधार जरूरी नहीं है. केंद्रीय मंत्री जितेंद्र सिह ने यह बात कही है. यहां एक बैठक में उन्होंने कहा कि आधार एक अतिरिक्त सुविधा है. इसके जरिए टेक्नोलॉजी के इस्तेमाल से बैंक में गए बगैर जीवन प्रमाणपत्र की औपचारिकता पूरी हो जाती है.

सिंह के इस बयान में केंद्र सरकार के पेंशनर्स को काफी राहत मिलेगी. ऐसी खबर आई थी कि केंद्र सरकार के कई पेंशनर्स को उनके बैंक खाते से आधार लिंक नहीं होने से दिक्कतों का सामना करना पड़ रहा है. उन्होंने यह साफ कर दिया कि सरकारी कर्मचारियों को पेंशन पाने के लिए आधार अनिवार्य नहीं है. बैठक के ब्योरे से यह जानकारी मिली है.

खुशखबरी: सातवें वेतन के एरियर का शासनादेश जारी, इस तारीख तक होगा भुगतान



सरकारी कर्मचारियों, शिक्षकों और पेंशनरों को सातवें वेतनमान में पुनरीक्षित वेतन के बकाए का 50 प्रतिशत हिस्सा 30 जून तक मिल जाएगा। मुख्यमंत्री योगी आदित्यनाथ की सहमति मिलने के बाद सचिव वित्त अलकनंदा दयाल ने शुक्रवार को इस संबंध में शासनादेश जारी कर दिया।
प्रदेश के करीब 26 लाख सरकारी कर्मचारियों, शिक्षकों, शिक्षणेतर कर्मियों, पेंशनरों आदि को सातवें वेतन आयोग की संस्तुतियों के अनुरूप एक जनवरी 2016 से पुनरीक्षित वेतन का भुगतान होना है।

Govt Notifies 8.55% Interest On PF For 2017-18, Lowest In 5 Years



Retirement fund body has asked its field offices to credit 8.55 per cent rate of interest for 2017-18, the lowest rate since 2012-13 fiscal, into the PF accounts of around 5 crore subscribers.

The Labour Ministry has conveyed approval of the central government to credit 8.55 per cent rate of interest for 2017-18 into PF accounts of members, according to an order issued by the EPFO to its more than 120 field offices.

The finance ministry had ratified 8.55 per cent rate of interest on EPF for the last fiscal. But it could not be implemented because of model code of conduct for Karnataka elections.

The labour ministry had sought Election Commission’s approval to notify rate of interest for crediting the same into members’ accounts by the EPFO in view of model code of conduct for Karnataka elections.

New Delhi: Senior bureaucrat and CEO of Aadhaar-issuing body Unique Identification Authority of India (UIDAI) A B P Pandey was today promoted to the rank and pay of secretary.


An order issued by the Personnel Ministry said, the competent authority has approved in-situ upgradation of Pandey in the rank and pay of Secretary to the Government of India.In June last year, Pandey, a 1984-batch IAS officer of the Maharashtra cadre, was given the rank and pay of Special Secretary.

State Bank Of India Reports Record Loss Of $1.1 Billion In March Quarter



State Bank of India (SBI) reported a loss of Rs. 7,718 crore ($1.1 billion) – its biggest ever – in the January-March quarter, as the country’s biggest lender set aside more provisions for bad loans after a change in banking regulation.. The loss for the three months to March 31 was deeper than what the market had expected. Analysts on average had expected SBI to report a loss of Rs. 1,285 crore, according to Thomson Reuters data. In the December quarter, SBI had posted a loss of Rs. 2,416 crore.

SBI management projected a recovery over the next two years, sending its shares nearly 4 per cent higher on Tuesday. SBI shares also extended gains today, rising over 3 per cent. “Last year was a year of despair. This year is a year of hope, and next year will be a year of happiness,” said Chairman Rajnish Kumar after the results. SBI, which accounts for more than a fifth of India’s banking assets, said it aims to grow loans at an annual average of 12 per cent through March 2020, nearly halve its gross non-performing loan ratio, bring down provisioning costs and improve margins.

Government Might Not Sell Air India If Bids Below Floor Price



The central government might not sell its stake in the ongoing divestment process of the national passenger carrier Air India, if bids do not meet a minimum threshold value or floor price estimated for the airline.

Civil Aviation Secretary Rajiv Nayan Choubey said that the government had hired asset and enterprise valuers, who have estimated a minimum floor price or net worth of Air India under the current divestment norms.

According to Choubey, just like any bidding process, the qualified bids have to be above the floor price. “The government retains the right to sell or not to sell Air India, if the bid price is found to be inadequate…,” Choubey told reporters in New Delhi.

However, Civil Aviation Secretary said that there has been a substantial interest that has been generated around the process and that the government expects a robust response.

Rural Postal Workers Commence Strike, Delivery Of Posts Affected



The National Federation of Postal Employees (NFPE), which represents around 4 lakh staff, has called for nationwide strike on August 23 to press for implementation of benefits suggested by the Gramin Dak Sevaks committee report, the federation’s secretary general, R N Parashar, told PTI.

The threat has come at a time when another postal staff union, All India Gramin Dak Sevak Union (AIGDSU) that claims support of around 1.8 lakh GDS, has already been on an indefinite strike since last week to press for implementation of the committee’s report.

The indefinite strike commenced by the rural postal workers on Tuesday has badly hit the delivery of posts and money orders in rural areas in 12 districts that come under the Trichy postal region.

Deutsche Bank Planning To Cut 10,000 Jobs To Reduce Costs, Says Wall Street Journal



Deutsche Bank is planning to cut 10,000 jobs, or about a tenth of its global workforce, as part of efforts to reduce costs, The Wall Street Journal reported on Wednesday. The Journal, citing unnamed sources, reported that job cuts were likely to extend into 2019.

Separately, Bloomberg News reported the lender was planning to withdraw from a number of equities markets across the globe.

The Bloomberg report, which also cited unidentified people, said that Deutsche would sharply scale back its presence in the United States, and had started cutting activities in Central Europe, the Middle East, and Africa.

4 लाख 39 हजार पेंशनर्स को सातवां वेतनमान देने पर आज होगा फैसला

राज्य सरकार प्रदेश के 4 लाख 39 हजार पेंशनर्स को शासकीय कर्मचारियों के समान ही 1 जनवरी 2016 से सातवां वेतनमान देने जा रही है। इस बारे में मंगलवार को होने वाले कैबिनेट की बैठक में विचार किया जाएगा। वित्त विभाग द्वारा इस संबंध में लाए जा रहे प्रस्ताव में पेंशनर्स को 1 जनवरी से 2016 से 31 मार्च 2018 तक बढ़ी हुई पेंशन का एरियर दिए जाने के संबंध में कोई जिक्र नहीं है। पेंशनर को अगर यह लाभ दिया जाता तो उन्हेंं एकमुश्त 28 महीने की बढ़ी हुई पेंशन में न्यूनतम 25 हजार से अधिकतम 2.50 लाख रुपए तक मिलते। कैबिनेट में लाए जा रहे प्रस्ताव के अनुसार 31 दिसंबर 2015 तक रिटायर हुए 4 लाख 39 हजार पेंशनर्स को सातवां वेतनमान दिया जाना है। जबकि सरकार ने 1 जनवरी 2016 के बाद रिटायर हुए 49 हजार पेंशनर को सातवें वेतनमान के अनुसार लाभ दे चुकी है।

7th Pay Commission Pay Fixation method under CCS Revised Pay Rules 2016 – CGDA Order based on Finance Ministry Clarification

Subject: Implementation of CCS (RP) Rules, 2016 – Exercising of option for fixation of pay
This is regarding exercising of option for fixation of pay in the revised pay structure in terms of following provisions of CCS (RP) Rules, 2016:
Para 5 Save as otherwise provided in these rules, a Governments servant shall draw pay in the Level in the revised pay structure applicable to the post to which he is appointed.
Provisio 1: Provided that a Government servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increments the existing pay structure or until he vacats his post or ceases to draw pay in the existing pay structure.
Provisio 2: Provided further that in cases where a Government servant has been placed in a higher grade pay or scale between 1st day of January, 2016 and the date of notification of these rules on account of promotion or upgradation, the Government servant may elect switch over to the revised pay structure from the date of such promotion or upgradation, as the case may be.
2. Regarding the aforesaid provision, clarification was sought from Ministry of Finance/Dept. of Expenditure on the issue of exercising of option for fixation of pay by the government servants in 6th CPC Pay Structure till their promotion which falls after the date of notification of CCS (RP) Rules, 2016 (i.e. 25.07.2016).
3. Now, MoF(DoE) have issued clarification dated 19.03.2018 (copy enclosed) wherein it has been clarified that the option for fixation of pay in the revised pay structure after the date of notification of CCS (RP) Rules, 2016 i.e. 25.07.2016 cannot be exercised as Rule 5 of the said Rules provided for option only for promotion taking place upto 25.07.2016 (date of notification of the said Rules)

Now, to try and bring change to their status, NGO Social Jurist has approached Delhi High Court and lodged a plea for the salary hike to be implemented for the teachers concerned and that a suitable direction be given to the authorities concerned as without a pay hike as per 7th Pay commission report they are suffering. With inflation eating into their salaries, the teachers condition is actually regressing by each passing month. Underlining the hardships faced by the teachers, it said their salaries had not been revised and arrears not paid either.

Amendment of Rule 16(1) of AIS (Death-Cum-Retirement-Benefits) Rules, 2018

New Delhi, the 16th May, 2018
G.S.R.457(E). — In exercise of the powers conferred by sub-section (1) read with sub-section (1A) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Government of Jammu and Kashmir, hereby makes the following rules, further to amend the All India Services (Death-Cum-Retirement-Benefits) Rules, 1958, namely :-
1 (1) These rules may be called the All India Services (Death-Cum-Retirement-Benefits) Amendment Rules, 2018.
(2) They shall be deemed to have come into force from the date of their publication in the Official Gazette.
2. In the All India Services (Death-Cum-Retirement-Benefits) Rules, 1958 in rule 16, after the third proviso under sub-rule 1, the following proviso shall be inserted, namely :-
“provided also that a Member of the Service holding the post of Chief Secretary to the Government of Jammu & Kashmir may be given extension of service, under exceptional circumstances, for a period beyond six months but the total term as Chief Secretary not exceeding three years and up to the age of sixty-two years, whichever is earlier, on the recommendations made by the State Government of Jammu & Kashmir, with full justification and in public interest, with the prior approval of the Central Government”.
