वित्‍त मंत्री अरुण जेटली ने पत्रकारों को बताया कि केंद्रीय कर्मचारियों के भत्‍तों पर सातवें वेतन आयोग (7th Pay Commission) के सुझाव मंजूर कर लिए गए हैं.

बुधवार शाम  कैबिनेट ने एक अहम फैसले में सरकारी कर्मचारियों को मिलने वाले भत्ते में सातवें वेतन आयोग की सिफारिशों के आधार पर बदलाव के प्रस्ताव को मंज़ूरी दे दी. सरकारी कर्मचारियों को बढ़ा हुआ भत्ता 1 जुलाई से मिलने लगेगा. इसके लागू होने के बाद सरकार पर कुल 30,748 करोड़ रुपये का वित्तीय बोझ पड़ेगा.

HRA is currently paid @ 30% for X (population of 50 lakh & above), 20% for Y (5 to 50 lakh) and 10% for Z (below 5 lakh) category of cities. 7th CPC has recommended reduction in the existing rates to 24% for X, 16% for Y and 8% for Z category of cities.

7TH CPC - Cabinet Decision on Risk and Hardship Matrix

 Recommendations on Risk and Hardship Matrix as per 7th CPC

Risk and Hardship Allowance: Allowances relating to Risk and Hardship will be governed by the newly proposed nine-cell Risk and Hardship Matrix, with one extra cell at the top, viz., RH-Max to include Siachen Allowance. This would be the ceiling for risk/hardship allowances and there would be no individual RHA with an amount higher than this allowance.

7th Pay Commission allowances: Govt okays 34 recommendations, sets HRA floor rate

New Delhi: In a bonanza to 48 lakh central government employees, the Union Cabinet on Wednesday approved recommendations of 7th Central Pay Commission with 34 modifications which will impose an additional annual burden of Rs 30,748 crore on the exchequer.

The increased allowances, which comes into effect from 1 July, 2017, is based on the recommendations of the Committee on Allowances (CoA).

The allowances as recommended by the 7th Central Pay Commission would have cost the exchequer Rs 29,300 crore. The modified allowances approved by the Union Cabinet headed by Prime Minister Narendra Modi will increase the burden by Rs 1,448 crore to Rs 30,748 crore per annum.

Cabinet approves recommendations of the 7th CPC on allowances
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi approved the recommendations of the 7th CPC on allowances with some modifications. The revised rates of the allowances shall come into effect from 1st July, 2017 and shall affect more than 48 lakh central government employees.


While approving the recommendations of the 7th CPC on 29th June, 2016, the Cabinet had decided to set up the Committee on Allowances (CoA) in view of substantial changes in the existing provisions and a number of representations received. The modifications are based on suggestions made by the CoA in its Report submitted to Finance Minister on 27th April, 2017 and the Empowered Committee of Secretaries set up to screen the recommendations of 7th CPC.

1. The HRA that has been approved will be 24%, 16% and 8% of the new basic pay, depending on the type of city.
2. “The HRA will not be less than Rs 5,400, Rs 3,600 and Rs 1,800 depending on the type of city and calculated at 30%, 20% and 10% of minimum pay Rs 18,000,” a government statement said.

7th Pay Commission: Modi Cabinet approves revision in HRA rates, other allowances

Narendra Modi-led Cabinet has okayed the recommendations of the Seventh Pay Commission on revised allowance structure for nearly 50 lakh Central government employees.

The Union Cabinet has approved the recommendations of the Seventh Pay Commission on House Rent Allowance (HRA) rates and other allowances for Central government employees.

Finance Minister Arun Jaitley said that the Seventh Pay Commission's recommendations have been cleared with 34 modifications.

With this, the Narendra Modi government is set to implement the revised allowance structure from July.

The implementation of revised allowance structure will cost the state exchequer an estimated Rs 30,78.23 crore.

The Seventh Pay Commission projected additional financial implication of Rs 29,300 crore per annum; the modifications by the Cabinet will cost another Rs 1448.23 crore.

Prime Minister Modi, who returned from his three-nation tour today morning, was expected to chair the month's last Cabinet meet and decide on allowances for nearly 50 lakh Central government employees.

The Seventh Pay Commission examined 197 allowances for Central government employees and recommended axing 53 of them and merging another 37 with bigger ones.

HERE IS ALL YOU NEED TO KNOW ABOUT THE LONG WAIT FOR ALLOWANCES:

  1. In June last year, the Narendra Modi Cabinet approved the recommendations of the Seventh Pay Commission which led to a 14.27 hike in basic pay.
  2. On allowances, the Seventh Pay Commission recommended doing away with 53 of the 196 allowances for Central government employees and merging another 37 allowances.
  3. The pay commission also suggested reducing the House Rent Allowance (HRA) rates for government employees by 2-6 per cent for X, Y, Z cities. For metros, it suggested bringing down the HRA from 30 per cent to 24 per cent.
  4. Government employees, who were already disappointed with the basic pay hike, protested against the Seventh Pay Commission's recommendations on allowances.
  5. The Modi government formed a committee under Finance Secretary Ashok Lavasa in July last year to review the recommendations on allowances.
  6. The Ashok Lavasa committee, after several extended deadlines, submitted its review report to Finance Minister Arun Jaitley on April 27.
  7. The Lavasa report was first sent to the Department of Expenditure for a round of screening. Subsequently, the report was presented to the Empowered Committee of Secretaries (E-CoS).
  8. The Empowered Committee of Secretaries (E-CoS) met on June 1 to discuss the Ashok Lavasa panel's report and then forwarded the same to the Union cabinet.

Tamil Nadu Govt Response Sought On Alleged Bribe For Gutkha Sale: IT

Chennai,  (PTI) The IT investigation wing today said it is awaiting a reply from the Tamil Nadu government over alleged payment of bribes to a minister and top officials to facilitate sale of banned gutkha, but did not share details. "I can say that the information is true. I cannot share anything," a senior IT official told PTI on condition of anonymity.

The official was responding to a query on a report in a leading English daily about the Income Tax department waiting for a response from the state government over the matter. "We have handed over the documents to police. This is all that I can say now," he said. The media report had claimed that the IT department searched the premises of a gutkha manufacturer last year and had seized documents detailing alleged payment of bribes to senior government officials. Reacting to the media report, DMK Working President and Leader of the Opposition in state Assembly, M K Stalin demanded action in the matter. He urged Chief Minister K Palaniswami to order a probe in this regard under a sitting judge of the Madras High Court and to take stern action against anyone allegedly involved if the report was found to be true.

A government notification issued today said Banerjee will be the State Chief Information Commissioner on his retirement as Chief Secretary on June 30 and continue at the post for five years or till he attains the age of 65 years, which ever is earlier.

De will be taking charge as the new Chief Secretary on June 30 itself, the notification said

New Delhi,  (PTI) A total of 25 central government departments will be completely computerised in the next few days, Union minister Jitendra Singh said today.

He said there has been an increase of a whopping 6,000 per cent in the number of e-files, with 4,62,000 such files generated so far this year compared to 8,000 last year.

Singh said this during his visit to the premises of the Department of Administrative Reforms and Public Grievances (DARPG) here to review the implementation of the Swachhta action plan.

The DARPG and the Department of Pension and Pensioners Welfare are observing the Swachhta Pakhwada from June 16 to June 30.

Highlighting the steps taken by the DARPG, he said that 25 ministries/departments would be turned into e-office by the end of this month, an official release said.

Singh, the Minister of State in the Prime Ministers Office, said said that DARPG was seen as the human resource department of the government of India as all good practices originated from this department.

He expressed happiness over the fact that there has been near 100 per cent disposal of grievances under the Centralised Public Grievance Redress and Monitoring System (CPGRAMS).

About 50 per cent of the feedback received under the Centralised Pension Grievance Redressal and Monitoring System (CPENGRAMS) have expressed satisfaction on their grievance redressal.

DARPG secretary C Viswanath has said that the department has implemented 100 per cent e-office with digitisation of records.

He said that 58 central ministries/departments and 33 states and UTs had abolished affidavits and attestation.

The DARPG is undertaking various activities such as recording, reviewing and weeding out of old records, digitisation of records, and disposal of old and obsolete items.

Demonetisation: Former RBI governor YV Reddy says objective seemed far beyond currency notes

ormer Reserve Bank of India governor Yaga Venugopal Reddy has always been known for his clarity of thought and for plain speaking. A stickler for rules, Reddy, an IAS officer from the Andhra Pradesh cadre, succeeded in bringing about several reforms, despite not always being on best terms with the establishment. Ahead of the release of his autobiography, Advice and Dissent, Reddy tells in an interview that farm loan waivers are permissible as long as these are paid for by the state governments within the limits of FRBM. Reddy, however, questions the idea of the RBI giving the government a special dividend in lieu of unreturned old high-value notes after demonetisation. Reddy is also against recapitalising public sector banks from the RBI’s reserves. Edited excerpts:


We hear you still love your evening tipple…

(Laughs) Yes, in fact I am waiting for it. Unless medically advised, I do. There is a delicate balance between good habits and bad habits.

Your work as an IAS officer seems to have been far more interesting than that as an RBI governor… Which role was more fulfilling?

When I started writing the book, everyone was interested to know about the inside story of my tenure at RBI. I opposed everyone and restricted governorship to 30%; so it is a story about my life. In fact, the original title of the book was “Destiny and Dharma”. In every role, I did my dharma. If I have to tell my story, then it is not through the image of deputy governor or governor.
In one incident, the Pakistani officers of a captured ship thought they would be killed. I told them, look you are our guests, your ship has been impounded. They trusted an IAS officer.

You are a stickler for rules. Once, you went on leave to avoid receiving Sanjay Gandhi in AP since he did not hold any office. You also said you would have done the same thing if faced with the prospect of implementing demonetisation…

I regret having made that statement. It was truthful, but perhaps it was not in good taste to comment on what I would have done if I were governor. The point is, the objective (of demonetisation) seemed to be far beyond than currency notes, it related to tax. So, in a way, it was the job of the tax department. Secondly, the task was such that if it was not performed up to reasonable satisfaction, there was an inherent reputational risk. It was in this context that I made the statement.

Could RBI give (say Rs 2-3 lakh crore) as special dividend to the government if some invalidated notes had not come back to the system?

It is accounting jugglery. Technically, surplus is based on the current year’s income and expenditure as the law defines it. The RBI’s balance sheet is not like a corporate balance sheet, it is the result of its objectives. The reserves on the RBI’s balance sheet are there to help it absorb shocks, it should have adequate capital to carry out its role without seeking support. But giving special dividends to government involves money creation. When the RBI transfers to its reserves, it is not creating money. But when its transfers to the government, its creating money. In essence, you are pumping back the money. But if the government feels it has a right to reserves, then there is a need for corresponding action to neutralise its possible impact on money supply.

When former finance minister P Chidambaram favoured public sector banks’ consolidation, you said there was a need for reforms in PSBs as it was more to do with with structure of governance and political economy and not the size. How do you view the current situation?


It was a fairly acceptable and objective diagnosis at the time. The diagnosis is the same today, after 15-20 years. My stand was that if you were planning consolidation in a system of so many banks… are you planning strong and strong, strong and weak or weak and weak? A decision would have to be contextual.

Do you think the RBI acted a little late on asking banks to present the value of assets? The asset quality review came only in late 2015.

Unless an analysis is made, one can’t comment. But the limited point I would make is that you have to distinguish between stock (NPA) and flow (system). If you mix up the two, there could be a problem. The third thing is the aggregate impact. The aggregate impact is trying to squeeze people to settle NPAs. One can’t choke credit for too long. I think it is a delicate balance. Secondly, if bank credit is not growing, and the weaker companies are borrowing from somewhere else. Therefore, whenever such a big issue arises, you have to look at the system. You have to keep the balance between the stock and flow, immediate compulsions of growth and overall systemic implications.

he Economic Survey floated the idea of using a part of RBI’s reserves to recapitalise public sector banks…

Reserves are there as a capital support to the RBI. If the RBI is in trouble, the government will have to recapitalise the central bank from which it took money. If at all one wants to use the RBI’s reserves, in my view, the proper way of doing this is to take the reserves into the balance sheet of the government of India and then give money to banks… If at all you have to do it, not that it is the right thing to do. But there is something odd to say, regulator’s capital should be used to recapitalise the failures of the regulated!

The Central Bureau of Investigation has registered 16 cases on the complaints received from Corporation Bank relating to alleged fraud involving three Branches of Corporation Bank at Vasant Vihar (5 cases), Vasant Kunj (6 cases) & Aali (5 cases), all in Delhi against then Chief Managers, then Senior Manager/Branch Manager of Corporation Bank and other private persons, private firms including Proprietor/Owner of private firms mostly based at Delhi, an advocate & unknown others.

New Delhi: The Union Cabinet may fix HRA rates between recommendations of AK Mathur panel and 6th CPC/existing, most likely at 27 percent in its next meeting on June 28.

Earlier, the Union Cabinet was expected to give its nod to the proposal on allowances, including HRA (House Rent Allowance) this week but it got delayed due to Finance Minister Arun Jaitley’s three-day visit to Moscow beginning June 21. He will back in the country by June 25.

Moreover, the employee union leader who held discussions with top government officials recently, also says that there is a possibility of central government officials getting higher HRA than that recommended by the 7th pay commission, the NDTV report added.

नई दिल्ली :- केंद्र सरकार 67 हजार से ज्यादा केंद्रीय कर्मचारियों के सर्विस रिकॉर्ड्स रिव्यू करने वाली है। इस लिस्ट में आईएएस और आईपीएस अफसर भी शामिल होंगे। सर्विस रिकॉर्ड्स को रिव्यू कर सरकार नॉन-परफॉर्म्स का पता लगाएगी। इसके पीछे सरकार का उद्देश्य सरकारी सेवाओं की डिलिवरी को बेहतर बनाना और प्रशासनिक स्तर सुधारना है।

कार्मिक एवं प्रशिक्षण मंत्रालय (DOPT) के एक वरिष्ठ अधिकारी ने बताया कि इस रिव्यू के तहत कोड ऑफ कंडक्ट का पालन न करने वालों को दंड भी दिया जाएगा। उन्होंने कहा, ‘सरकार 67 हजार केंद्रीय कर्मचारियों के सर्विस रिकॉर्ड्स को रिव्य कर रही है ताकि नॉन-परफॉर्मेंस का पता लगाया जा सके।’

अधिकारी ने बताया कि कुल 67 हजार केंद्रीय कर्मचारियों में 25 हजार ग्रुप ए सर्विसेज के आईएएस, आईपीएम और आईआरएस अधिकारी हैं। न्यूज एजेंसी पीटीआई को केंद्रीय कार्मिक एवं प्रशिक्षण राज्यमंत्री जितेन्द्र सिंह ने बताया, ‘एक तरफ सरकार की प्राथमिकता सेवाओं के पहुंच को समय से बढ़ाने की है वहीं सरकार भ्रष्टाचार के खिलाफ जीरो टॉलरेंस पॉलिसी बढ़ाना चाहती है। इससे ईमानदारी से काम करने वाले कर्मचारियों के लिए सही माहौल बनेगा।’


उन्होंने कहा, ‘सरकार वर्कफोर्स की परफॉर्मेंस का समय-समय पर मूल्यांकन करती रहती है। इससे ईमानदारी से काम करने वाले कर्मचारियों का मनोबल बढ़ता है।’ केंद्र सरकार ने 129 नॉन परफॉर्मिंग कर्मचारियों को अनिवार्य रिटायरमेंट पिछले एक साल में दिया है। इसमें कुछ आईएएस और आईपीएस भी शामिल थे। कानून के मुताबिक, एक सरकारी कर्मचारी का प्रदर्शन दो बार रिव्यू होता है। एक बार जब उसे नौकरी के 15 साल हो जाएं और दूसरा 25 साल की सर्विस के बाद। हालिया आंकड़ों के मुताबिक देश में कुल 48.85 लाख केंद्रीय कर्मचारी हैं।

The Central Civil Services Cultural & Sports Board (CCSCSB) under administrative control of the Department of Personnel & Training (DOPT), a nodal agency for promotion of Cultural & Sports activities amongst the Central Government Employees in the country, had started a scheme for use of Sports facilities of Sports Authority of India under their Come & Play scheme in Badminton, Table Tennis and Fitness Centre for Central Government Employees & their dependent families members. The details of the Come & Play Scheme are available at http://www.sportsauthorityofindia.nic.in => Schemes => Come and Play-Scheme.


2.Under the scheme, the Central Government Employees & their dependent family members may use sporting facilities for Badminton, Table Tennis and Fitness Centre (excluding Sauna Facility) of the Sports Authority of India (SAI) at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.


3.On submission of monthly payment receipts (in original) of SAI to CCSCSB, the amount charged by SAI will be reimbursed after deducting the amount of Rs. 100/- (for Badminton and Table Tennis) and Rs. 200/- (for Fitness Centre), directly to their bank accounts linked with Aadhaar It may be noted that this scheme is one of indentified scheme of DOPT for DBT on boarding. The bank details (like Account number, Bank & Branch name, IFSC code & Aadhaar Number) may be furnished while submitting payment receipts for reimbursement, directly to the Secretary (CCSCSB), Room No. 361, DOPT, Lok Nayak Bhawan, New Delhi-110003.

Come and Play- Scheme


OBJECTIVE:


The Come & Play Scheme was initiated for optimum utilization of SAI sports facilities in Delhi and across the country, and primarily focussed on encouraging local sports persons in areas where SAI sports facilities/Centres are operational. While providing youth from local communities and sports enthusiasts with an opportunity to train under SAI coaches, the scheme provides yet another avenue for those not covered under regular residential/ non-residential schemes. The scheme creates yet another pool of talented sportspersons from where meritorious sportspersons can be scouted and inducted into regular residential sports promotional schemes of STC and SAG.


The Scheme was initiated at various SAI Stadium Complexes in Delhi, in phases, in May, 2011. The enthusiasm and overwhelming response for the scheme encouraged SAI to launch this Scheme at its various Regional Centres/Sub Centres/Academic Institutions/STC and SAG Centres from 1st October 2011.


The scheme is given wide publicity through press release in local media, including newspapers, TV spots and Radio jingles etc. Information/ intimation is provided to various district, block, local authorities and the District Education Officers/District Sports Officers as also Headmasters/Principals of schools/colleges in and around SAI Centres so that maximum number of trainees are made aware of the facilities available, thereby enabling them to access it better.


The trainees are provided playing arenas/non-consumable equipments like field, track, tables, mats, etc. Minimum and inescapable consumables like balls, shuttle-cocks, etc. are also provided by SAI. Trainees are, however, required to bring sports equipment like racquets, bats etc.

NATGRID to Get PAN, Taxpayer Data Access

NEW DELHI: The NATGRID, a network aimed at sharing information about terrorists among security agencies, will now be getting access to the Income Tax Department’s PAN records and individual taxpayers’ data.

The ambitious project (NATGRID) conceived by the then Home Minister P Chidambaram during UPA II rule will soon be getting new powers to access tax payers’ information after it signs a Memorandum of Understanding (MoU) with the Income Tax department.
