भ्रष्ट अफसरों की काली कमाई का एक और उदाहरण आंध्र प्रदेश में सामने आया है। यहां भ्रष्टाचार निरोधक शाखा की टीम ने ईस्ट गोदावरी जिले के परिवहन उपायुक्त ए. मोहन के कई राज्यों में फैले ठिकानों पर छापेमारी की। अब तक के आकलन में मोहन की 800 करोड़ रुपये की चल-अचल संपत्ति का पता चला है। 
मोहन की संपत्ति कितनी जगहों पर फैली है, इसका अंदाजा इसी बात से लगाया जा सकता है कि गुरुवार से शुरू तलाशी अभियान दो दिनों से जारी है। एसीबी की डीएसपी ए. रमादेवी के निर्देशन में टीमों ने तेलंगाना, आंध्र प्रदेश और कर्नाटक स्थित ठिकानों पर गुरुवार से तलाशी लेनी शुरू की थी। मोहन को शुक्रवार को गिरफ्तारी के बाद विजयवाड़ा में एसीबी कोर्ट में पेश किया गया। अदालत ने उसकी दो हफ्ते की रिमांड पुलिस को दी है।

Extant instructions of DoPT provide that reservation in promotion by non-selection method is available to SCs and STs in all Groups i.e. Group A, B, C & D. In case of promotion by selection method, reservation is available to SCs and STs upto lowest rung of Group A. There is no reservation in promotion by selection within Group A. Reservation in posts by promotion under the existing scheme is applicable in which the element of direct recruitment, if any, does not exceed 75%.

7th Pay Commission: Modi Govt all set to implement recommendations; notification most likely in June

New Delhi, April 27: Modi Government is all set to implement recommendations of Seventh Pay Commission. Reportedly, the notification for the 'increment process' will be issued in the month of June.

 It is being believed that Centre will issue notification most likely in the third week of June after Cabinet's nod to the recommendations of pay Commission.

The flash strike against the recent PF Rules, 2016 of the Central Government (i.e., Centre’s new rule on Provident Fund withdrawal) by large section of Garment Factory Workers and other Industrial Workers of Karnataka State on 18th and 19th April 2016 received immense response and there was a massive protest which resulted in road blocks for hours together, thereby the entire traffic of Bengaluru City was paralyzed. The traffic was also severely affected on Mysore, Tumkur and Hosur roads.

Secret allowance, family planning allowance, desk allowance, cash handling allowance, metropolitan allowance and headquarters allowance are among 52 of the nearly 200 allowances which the government could scrap soon.

The Seventh Pay Commission found inadequate the justifications offered by the Ministries for these allowances. The government was asked to suggest rationalisation of a variety of allowances. A committee is examining the Commission’s recommendations.

The Commission found the entire system of nearly 200 allowances “haphazard”. There are 13 for travel, 14 for additional duty, 51 for risk and hardship, nine for uniform, 4 for good services, 5 sumptuary allowances, 2 for training and 3 for knowledge update. Many were meagre cash payments and lost significance, it concluded.

7th Pay Commmission: New pay scales to put extra burden of Rs 1.02 lakh crore in FY17

Implementation of new pay scales recommended by the 7th Pay Commission is estimated to put an additional burden of Rs 1.02 lakh crore, or 0.7% of GDP, on the exchequer in 2016-17, government said on Tuesday.

The implementation of recommendations of the Pay Commission, however, would be after approval of the Cabinet on completion of screening of suggestions by a high-level panel of secretaries, the Rajya Sabha was informed on Tuesday.

नई दिल्ली: वित्त मंत्रालय ने वित्त वर्ष 2015-16 के लिए भविष्य निधि (ईपीएफ) जमा पर 8.7 प्रतिशत की दर से ब्याज दिए जाने की मंजूरी दी है। हालांकि केंद्रीय न्यासी बोर्ड (सीबीटी) ने आंशधारकों की जमा पर 8.8 प्रतिशत ब्याज दिए जाने का प्रस्ताव किया था।

केंद्रीय श्रम मंत्री बंडारू दत्तात्रेय ने लोकसभा में एक लिखित जवाब में कहा, 'ईपीएफओ के निर्णय लेने वाले शीर्ष निकाय सीबीटी की फरवरी, 2016 में हुई बैठक में 2015-16 के लिए केंद्रीय भविष्य निधि संगठन (ईपीएफओ) के पांच करोड़ से ज्यादा अंशधारकों के लिए 8.8 प्रतिशत की अंतरिम दर से ब्याज दिए जाने का प्रस्ताव किया था। हालांकि, वित्त मंत्रालय ने 8.7 प्रतिशत की ब्याज दर मंजूर की है।' संभवत: यह पहला मौका है, जबकि वित्त मंत्रालय ने सीबीटी की सिफारिश नहीं मानी है और अंशधारकों को देय ब्यज में कमी की है।

The Centre is likely to implement the Seventh Pay Commission award from September-October, the beginning of the festive season, to give a consumption boost to the economy. 7th Pay Commission: Govt flip-flop on EPF emboldens employees to strike work, get higher pay

New Delhi: The flip-flops by Union government on the revised EPF withdrawal norms may embolden government employees to strike work on July 11 as a means to get higher wages and allowances under 7th Pay Commission.

First, under the public outlash, the government withdrew the budgetary proposal to make 40 percent of the EPF corpus taxable. Now, under the protest of garment factory workers in the Bangluru area, central government again withdrew its February 10 notification which prevented an employee from withdrawing 100 percent of the EPF corpus before the age of 58 years.

I, Col Rohit Kumar, a Veteran, find the following lacunae in One Rank One Pension published / announced by Government of India. Please forward my observations to One Man Judicial Committee set up for redress.

The basic minimum that needs to be addressed immediately are:

A proposal for raising minimum salary of the central government employees to Rs 20,000 from the Seventh pay commission recommendation Rs 18,000 also under study, officials close to the implementation cell told.

The Implementation Cell in the Finance Ministry which works as the Secretariat of the Empowered Committee of Secretaries for processing the report of the Seventh Pay Commission before cabinet nod, is now working on an effective mechanism for implementation of the 7th Pay Commission award by resolving the issues that arose over minimum pay and pay gap.

Seventh Pay Commission: Government employees may have to shell out half of their increased salary

Mumbai, April 18: The government, it seems, is toying with the idea of encouraging its employees to invest part of their salaries. If recommendations of the seventh pay commission are anything to go by, the government is looking to use the fund for recapitalisation of the state-owned banks.

According to reports, the government is even ready to offer lucrative tax incentives, such as tax break or higher return, to get more employees of the high-income group to invest more fund. The Higher-income group employees may even be asked to part with half of their increased salary towards capitalisation of bonds. But this is still a proposal and no concrete decision has been taken as yet.

All banks have been asked to calculate revised amount of pension following the recent six per cent hike in Dearness Relief (DR), the Centre has said.

“The President is pleased to decide that the DR payable to central government pensioners and family pensioners shall be enhanced from the existing rate of 119 per cent to 125 per cent with effect from January 1, 2016,” an order issued by Ministry of Personnel, Public grievances and Pensions said.

IPS officers seek pay parity with IAS counterparts

New Delhi: As a government panel looks into the 7th Pay Commission recommendations, the Indian Police Service (IPS) fraternity wants the government to safeguard their interests from what they call the "persistent bias of the IAS lobby".

The chiefs of paramilitary forces like CRPF, BSF and CISF besides the Delhi Police commissioner recently met home minister Rajnath Singh and raised the issue of pay parity with the IAS. They specifically cited that the scheme of apex pay scale for chiefs of intelligence agencies, central police organisations and heads of police in states, sanctioned by the previous pay commission, was not implemented.

'Pay panel award may keep Rly cost optimisation under stress'

Cost optimisation efforts of the Indian Railways will be under pressure this financial year due to implementation of the Seventh Pay Commission recommendations, a top official has said. "This fiscal, the cost optimisation move of the Railways will be under pressure owing to implementation of the recommendations of the Seventh Pay Commission," Sanjay Mookherjee, Financial Commissioner, Railway Board, told agency. During 2015-16, he said, the Railways saved around Rs 12,000 crore, of which Rs 4,000 crore came from fuel. The balance Rs 8,000 crore was from various austerity measures and also by way of increasing efficiency.

 According to Mookherjee, the additional burden due to the Pay panel recommendations would be around Rs 30,000 crore per annum. To meet this additional liability, the Indian Railways had built a corpus for the last three years through developing certain funds. "Part of the liability will be met from these funds and the balance through internal resource generation," he let out. However, he made it clear that development and expansion of the Railways would not be hit as the resources were provided by the government while LIC had offered Rs 1.5 lakh crore. 

The LIC funds will be used to develop infrastructure and the Railways and has a servicing period of 30 years. Through additional resource generation, the target for finances this year was to increase 10.1 per cent to Rs 1.85 lakh crore from the earlier Rs 1.67 lakh crore. Besides, IRFC will raise Rs 20,000 crore from the market during 2016-17, the Commissioner said. During the year, the Railways is expected to mobilise a substantial chunk of funds through dynamic pricing, realisation from freight by widening the basket of commodities and higher containerisation. The Railways would also operate a cold chain infrastructure through a separate subsidiary called Translog, he added.

New Delhi, April 9: Central Government employees must be wondering why Centre is taking so much time to implement Seventh Pay Commission recommendations.

It's already four months since Pay Commission had submitted its report to Finance Ministry to give final touch to it.

नई दिल्ली। सरकार ने 1 जनवरी 2016 से सातवें वेतन आयोग की सिफारिशों को लागू कर दिया है लेकिन अब सरकार एक अगल स्कीम के प्रस्ताव पर विचार कर रही है। अगर यह प्रस्ताव पारित हुआ तो सातवें वेतन आयोग के तहत वेतन में हुई बढ़ोतरी का 50 फीरदी हिस्सा पहले दो वर्षों में अनिवार्य रूप से बैंक कैपिटलाइजेशन बॉन्ड्स में निवेश करना होगा।
पेंशनभोगियों को कम वेतन पाने वालों के लिए राहत
हालांकि यह नियम केवल ज्यादा इनकम पाने वाले सरकारी कर्मचारियों के लिए ही होग और 5200 से 20200 रुपए के सैलेरी ब्रैकेट में आने वालों व पेंशनभोगिरयों को यह छूट होगी कि वे चाहें तो इस स्कीम में निवेश करें और चाहें तो न करें। बॉन्ड की रकम का इस्तेमाल बैंकों को पूंजी मुहैया कराने में होगा और इस तरह सरकारी खजाने पर अतिरिक्त बोझ नहीं आएगा।

Nipping 7 CPC Anomalies In The Bud: Observations in relation to Pre 2016 Defence retirees

This blog post is intended to share some observations, as gleaned from discussions in online fora, on the lack of clarity observed in recommendations of the seventh pay commission in relation to pensions of pre 01 January 2016 retirees of the defence services.

The relevant recommendations of 7 CPC, duly highlighted for reference, can be down-loaded with this link .

The following questions arise from those highlighted recommendations :
  • Para 10.2.87 (i) of the recommendations mentions “Pay Band and Grade Pay” as a means of first “fixing” at minimum level in the 7 CPC matrix for calculating notional pay of pre 01 Jan 2016 defence retirees. सातवें वेतन आयोग की वेतन वृ​​द्धि दूसरी तिमाही में, मुद्रास्फीति पर होगा असर, बढ़ेगा जीडीपी : आरबीआई रिपोर्ट

मुंबई। रिजर्व बैंक ने मंगलवार को कहा कि सातवें वेतन आयोग की सिफारिशों के क्रियान्वयन से मुद्रास्फीति 1 से 1.5 प्रतिशत का दबाव होगा लेकिन इससे चालू वित्त वर्ष में सकल घरेलू उत्पाद में करीब 0.4 प्रतिशत की वृद्धि होगी।

साथ ही रिजर्व बैंक मार्च 2017 में खुदरा मुद्रास्फीति 5.0 प्रतिशत तक सीमित रखने के लक्ष्य को लेकर आश्वस्त है। 

रिजर्व बैंक के गवर्नर रघुराम राजन ने रिपोर्ट में कहा है, ‘‘यह मानते हुए कि सरकार सातवें वेतन आयोग की सिफारिशों को 2016-17 की दूसरी तिमाही में लागू करेगी, ऐसे में सीपीआई मुद्रास्फीति 2016-17 के बेसलाइन की तुलना में औसतन 1.0 से 1.5 प्रतिशत की वृद्धि हो सकती है। इसका प्रभाव 24 महीने तक रह सकता है।’’ 


हालांकि रिपोर्ट में यह भी कहा गया है कि वेतन वृद्धि से चालू वित्त वर्ष में सकल घरेलू उत्पाद में करीब 0.4 प्रतिशत की मजबूती आ सकती है।

The Reserve Bank of India has pegged growth projection for 2016-17 to 7.6 per cent. Professional forecasters surveyed by the Reserve Bank during March 2016 expected output growth to pick up gradually from 7.3 per cent in fourth quarter of FY16 to 7.7 per cent in fourth quarter of FY17, almost entirely on account of recovery in agriculture and allied activities. Consumer Price Index (CPI) Inflation has hovered around 5 per cent. RBI said going forward, CPI inflation is expected to decelerate modestly and remain around 5 per cent during 2016-17 with small inter-quarter variations. The 4th Meeting of the Empowered Committee of Secretaries was held at the Committee Room of the Cabinet Secretariat, Rashtrapathi Bhavan, New Delhi on 3oth March 2016. The meeting was chaired by the Cabinet Secretary, Government of India. The CRB and Member (Staff) were among the participants in the said meeting.

7th pay demanded - All India State Government Employees Confederation (AISGEC)

IMPHAL, Apr 3 : All India State Government Employees Confederation (AISGEC), Manipur Unit will hold its 2nd general conference on April 17 and start planning to launch various forms of agitation with regard to 7th pay commission implementation.

It urged the State Government to implement the 7th pay commission at the earliest and mentioned that just recently, Tripura had also followed suit with regard to its implementation and the State Government should not be lacking behind, said a press release issued by the vice-president of AISGEC.

1. BRIEF HISTORY OF THE CASE:
IRTSA had filed a case in CAT Chandigarh in March, 2014 that the Posts of SSE, CMS, CDMS and Sr. Er(lT) on the Indian Railways -in the grade pay of Rs.4600 - be classified as Group-B (Gazetted) as per “The Gazette of India (Extraordinary) S.O.946(E) issued by Ministry of Personnel. The CAT Chandigarh has Dismissed the OA vide its judgement dated 12th March, 2016. This has caused vide spread resentment amongst the Technical Supervisors on the Railways.

7th Pay commission: From Cabinet approval to basic pay, what govt staff need to know about increment

New Delhi, April 2: There is good news in the offing for Central Government employees as Seventh Pay Commission will be implemented soon.

Reportedly within two to three months all the required things will be done so that increment will be handed over to government staff. 

Here are all the latest developments about the pay commission 

  1. Final implementation Government will implement Pay commission most likely in July. 
  2. Central Government employees will be paid six months arrears along with final increment.

Wait for 7th Pay Commission Bonanza Gets a Little Longer

NEW DELHI: Central government employees have to wait a little longer for the 7th pay Commission bonanza announced in November last year, as the Empowered Committee of Secretaries (E-CoS) headed by Cabinet Secretary PK Sinha wants to address various concerns raised by the Joint Consultative Machinery (JCM) before taking a final call on the recommendations of the commission. The empowered committee with 12 secretaries on board was set up on January 27 to process the recommendations of the Seventh Central Pay Commission.

A meeting with Cabinet Secretary Sri. P. K. Sinha was held at Cabinet Secretariat Committee Room, Rashtrapati Bhawan, New Delhi on 30.03.2016. 

All Members of empowered committee i.e. Secretaries of Various Departments were present in the meeting. Department of Post was represented by Sri. Ashutosh Tripathi, Member (Personal), Sri Shailendra Dashora, DDG (Estt) Ms. Manju Pandey, DDG (Personal) & Ms. Anju Nigam DDG (SR) from NFPE Com. R. N. Parashar, Secretary General NFPE & General Secretary P3, Com. Giriraj Singh, President NFPE & General Secretary, R3 & Com. R. Seethalakshmi, Dy. Secretary General, NFPE & General Secretary P4 from FNPO, Com. D. Theagrajan, Secretary General, FNPO & General Secretary R3, Com. T. N. Rahate, President FNPO & General Secretary P4 and from BPEF. We presented our views in support of each and every demand submitted by NFPE & FNPO in memorandum to Pay Commission and Empowered Committee and implementation cell. We demanded upgraded scales for each cadre of Department. The meeting was held in a very congenial atmosphere. We may hope for the better.

Good news- Minimum pay under 7th CPC likely to be revised to Rs 20,000; award to come with increment bonanza

New Delhi: The central government employees seeking revision of salary structure proposed under the 7th Pay Commission are likely to see around 19 percent raise on the minimum salary being drawn currently. The Cabinet nod to the effect is expected in June.

As per reports, the Empowered Committee of Secretaries (CoS)are likely to propose a minimum pay of Rs 20,000. The 7th pay panel report, which was released in November had raised the minimum pay to Rs 18,000 per month from currently drawn Rs 7,000, while the maximum pay was recommended Rs 2.5 lakh per month from Rs 90,000.
