Don't think 7th Pay Commission panel suggestions will remain: Manohar Parrikar



Defence Minister Manohar Parrikar on Tuesday said the recommendation of 7th Pay Commission was not final and he would take up concerns raised by the Armed Forces at the right level.

In an exclusive interview with the India Today, Parrikar said he has prepared ground for smoothening the defence procurement which needed to be backed by deliveries now.

7th Pay Commission: Report not final, recommendations likely to be revised

New Delhi, : The proposed recommendations of 7th Pay Commission is likely to be revised, said Defence minister Manohar Parrikar. 

While replying to a question on recommendations for armed forces in seventh pay commission, Parrikar said, "The Seventh Pay Commission are in the form of recommendations. I do not think they (recommendations) will remain. I do not consider them as finalities. I have flagged them and will flag them properly at the right level."

7th Pay Commission: Armed forces pitch for better compensation, common pay matrix


According to those present at the March 11 meeting, the Chief of the Air Staff, Air Chief Marshal Arup Raha spoke before the presentation by stating that the issues about to be raised are important as there is discontent among the rank and file.

At about 10 am on March 11, the three military chiefs were in the meeting room of the cabinet secretariat to attend a crucial briefing. The Pay and Allowances Review Committee (PARC) of the three services, comprising Major General rank officers, had been allotted 45 minutes to brief the Empowered Committee of Secretaries to process the recommendations of the Seventh Central Pay Commission (7th CPC).

OROP Pension and Arrears Paid to all Ex-Servicemen by March end

“The 40-year-long demands of the ex-servicemen have all been met with after the releasing the first installment of arrears of revised pension.”

The “One Rank One Pension” scheme for the Ex-Servicemen of the defence forces has finally been implemented. Lakhs of ex-servicemen were given the revised pension from last month onwards.

According to government sources, a sum of Rs.2,300 crores has been used for issuing pension to the more than 13 lakh ex-servicemen all over the country. Also, target has been set to clear all the pending pension arrears before the end of this month. A circular in this regard has already been sent to all the pension-disbursing banks. As on March 17, the DPDOs have released an amount of about Rs. 606 crore to about 3.20 lakh defence personnel. The SBI has as released upto March 17 an amount of Rs. 1,337 crore to 7.75 lakh pensioners which includes Family Pension cases. The PNB has released as on March 17, an amount of about Rs. 350 crore to about 2.07 lakh pensioners which includes Family Pension cases. Other Banks who have also been assigned the task of disbursement of revised defence pension to Ex-Servicemen have been directed to complete the process of payment latest by March end.

More than two-thirds of the Ex-Servicemen have now been paid the OROP arrears

On February 3, the Central Government released a 101 table in order to help the pensioners calculate their revised pension. The pensioners can calculate their revised pension from the 101 table, based on their ranks, the number of years they had served, and the year of their retirement.


The Centre had earlier announced that the arrears since July 2014, based on the revised pension, have been divided into four parts and will be issued in four installments. As per the announcement, the first of the four installments will be credited in the pension accounts this month. The second installment will be given in another six months. With the eager expectation that, along with the revised pension, the money received in the first installment of the pension arrears, will be paid in three more installments at every six months, the long pending demands were finally fulfilled.

The ex-servicemen all over the country have expressed their heart-felt gratitude to the team of protesters, led by Major General Satbir Singh, who continued to fight relentlessly at Jantar Mantar, New Delhi. Although many protests were held in the past, this time, the protesters remained firm in their objective. Their strategies and selfless sacrifice finally attracted the government’s attention. Their slogan, “Modi, stick to your promises,” made the entire country sit up and take note of their cause.

The pensioners are also thanking the protesters for their fight to point out the long list of flaws in the implementation of the OROP scheme. There is no denying the fact that the media had played a very important role in the success of the OROP protests. Also undeniable is the fact that the protesters used the media successfully to further their cause. Especially worth mentioning is the fact that no political colour was added to the protests.

DoPT guidelines on framing/amendment/relaxation of Recruitment Rules vide para 3.1.5 dated 31 st December, 2010 provide that the Recruitment Rules should be reviewed once in 5 years with a view to effecting such change as are necessary to bring them in conformity with the changed position, including additions to or reductions in the strength of the lower and higher level posts.
Further, consequent upon the implementation of the 6th CPC recommendations, DoPT vide OM dated 24.3.2009 had issued instructions to all the Ministries/Departments to initiate action to amend the existing Service Rules/Recruitment Rules in view of the revised pay structure/merger of pre-revised pay scales/up-gradation etc. These instructions were reiterated vide this Department’s OM. No. AB.14017/61/2008-Estt (RR) dated 25 th March, 2014.
2. It is understood that many Ministries/Departments have still not updated their Recruitment Rules. Periodic revision of RRs is important to ensure that candidates with requisite qualifications are selected.
3. Ministries/Departments are, therefore, requested to undertake revision of Recruitment Rules under their purview and update the Recruitment Rules by 30.9.2016.

Civil Service officers present memorandum to Dr Jitendra Singh on 7th CPC report 


A delegation of Civil Service officers representing the “Confederation of Civil Service Associations” called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here and sought his intervention for implementing the recommendations of the 7th Central Pay Commission (CPC) report, so as to address their long standing grievance of discrimination vis-a-vis certain other All-India Services. 

In a memorandum presented to the Minister yesterday, members of the delegation acknowledged that the 7th CPC, while recommending the status-quo, had addressed their long pending demand for "parity" with other services. But, the memorandum alleged that the main cause of resentment among the non-IAS Civil Service Officers was that all the senior level posts covering majority of Departments, be it technical or administrative, are today manned by IAS Officers, which is the main cause of grievance among the non-IAS Civil Service Officers. The memorandum called for giving equitable treatment to all the Services so that the gap between the IAS and other Services does not widen and lead to, what they described as, chaotic situation. 

The memorandum claimed that the majority view in the 7th CPC was in favour of changing the status-quo on the issue of pay disparity also. They said, at present, there is a clear edge enjoyed by the IAS and Indian Foreign Service over other Services in terms of additional increments. 

The memorandum requested that disparity in Pay may kindly be removed altogether. In addition, it also requested that the new system of cadre restructuring be adopted and a comprehensive cadre review may be undertaken by all Services so that officers can get promoted in time. 

The memorandum also requested that in the Committee of Secretaries, appointed by the Government to examine the report of the 7th CPC, such members should be appointed who represent all different sections of stakeholders and may function with neutrality. 

Dr Jitendra Singh gave the delegation a patient hearing and said that he will forward their case to the Union Finance Ministry.

More than two-thirds of the Ex-Servicemen have been paid the OROP arrears

The Government of India which accords utmost importance to the welfare of Ex-Servicemen, has kept its promise with regard to the historic decision taken on 05 September 2015 to implement the more than four decades old demand of Ex-Servicemen for One Rank One Pension (OROP), by ensuring that payments have begun to the concerned in record time.

Orders had been issued with regard to this historic decision, through a notification on 07 November 2015 by the Department of Ex-Servicemen Welfare (ESW) of the Ministry of Defence.

Then within just three months of the issue of these orders, the Department of Ex-Servicemen Welfare (ESW) brought out detailed OROP tables on 03 February 2016, which are also available on their website www.desw.gov.in. The 101 tables in these implementation orders contain revised pension of different ranks and categories. In the past implementation of CSC-2012 and 6th CPC had taken a longer time.

New Delhi: In what could bring smiles to lakhs of central government employees, the Centre might start paying the increased salary, recommended by Seventh Pay Commission, from July onwards, as per media reports.

Added to the pleasure will be the government decision to also pay arrears to the employees along with the hike in salary.

7th Pay Commission – Government is eager to settle all issues in June by accepting major demands

New Delhi: Central Government employees have been demanding since the the Seventh Pay Commission submitted its report to Finance Minister Arun Jaitley for the removal of the provision of benchmark ‘Very Good’ for MACP, which has been recommended from ‘Good’ to ‘Very Good’ by the Pay Commission.

The Finance Minister sources said the Empowered Committee of Secretaries on the Seventh pay commission recommendations headed by cabinet secretary P K Singh, was not ‘rigid’ on the issue. “There is scope for solution of all outstanding issues including this through discussions.”

All central government employees unions’ discussed with the official of Implementation Cell of Seventh Pay Commission recommendations, in their office to removal the ‘Very Good’ benchmark provision from the pay commission report before its implementation.

The employees unions’ pressed for removal of ‘Very Good’ clause instead of ‘Good’ for Modified Assured Career Progression (MACP) in the Seventh Pay Commission report, which it termed as “unconstitutional” and “anti-government employees” as the commission proposed “withholding of annual increments in the case of those employees who are not able to meet the benchmark ‘Very Good’ either for MACP or a regular promotion within the first 20 years of their service.”

“The provision of the benchmark for MACP from ‘Good’ to ‘Very Good’ on recommendations of the Pay Commission is under review. The Ministry is considering for continuing existing ‘Good’ batchmark for Modified Assured Career Progression (MACP) after discussions with all stakeholders,” the sources told The Sen Times.

The Sources said that the government wanted to finalise all the issue before June, it’s not possible as a bit more time is needed.

They, however, confirmed that government would settle the all matter within June, ‘come what may’.

The Seventh Pay Commission has recommended in November the minimum basic pay of central government employees is Rs 18,000 per month while the maximum is Rs 2.25 lakh per month, its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8.

The government set up a 13-member Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha for processing the report of the Seventh Pay Commission, which will submit its report to Finance Minister Arun Jaitley by June end for cabinet nod, the sources added.

The implementation cell of the Pay Commission in the Finance Ministry which works as the Secretariat of the Empowered Committee and it is looking into the anomalies of the Seventh Pay Commission recommendations, will sent its report to Empowered Committee in June, sources informed us.

One recurrent theme in the representations of various associations relates to ‘equity’ or ‘Equal Pay for Equal Work.’

(Res.) dated 20.03.2007 addressed to Chief Secretaries of all States/UTs (copy enclosed) regarding streamlining of the process for verification of claims of candidates belonging to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs). It was also requested to issue instructions to District Magistrates/District Collectors/ Deputy Commissioners to ensure at their own level the veracity of caste certificates so that unscrupulous non-SC/ST/OBC persons are prevented from securing jobs meant for SCs/STs/OBCs by producing false certificates.

2. Owing to difficulties faced by candidates belonging to these reserved communities in various states in securing employment due to delays in obtaining caste certificates, this Department, vide an Office Memorandum of even number dated 08.10.2015, has re-iterated the instructions on providing provisional appointment to such reserved category candidates who are unable to obtain an appropriate caste certificate in time. It has been reiterated therein that where a candidate belonging to a Scheduled Caste, Scheduled Tribe or Other Backward Class is unable to produce a certificate from any of the prescribed authorities, he/she may be appointed provisionally on the basis of whatever prima-facie proof he/she is able to produce in support of his/her claim, subject to his/her furnishing the prescribed certificate within a reasonable time. If there is genuine difficulty in his/her obtaining a certificate, the appointing authority should itself verify his/her claim through the District Magistrate concerned. A copy of the OM is enclosed for reference and perusal.

3. In order to ensure that the candidates belonging to reserved categories do not face unnecessary problems in obtaining caste certificates, it is requested that instructions issued to the concerned authorities in the light of the aforementioned letter dated 20.03.2007 may be reiterated for information/compliance of all concerned.

4. It is also advised that in order to discourage unscrupulous activities, State Governments/UTs may consider issue of appropriate instructions for initiating disciplinary proceedings against the errant officers who default in timely verification of caste certificates or who issue false certificates.

Demands Relating to Defence Pensioners : 7th CPC Report

The Commission has received a number of demands relating to pensions for defence forces personnel through the Joint Services Memorandum (JSM) from the Services, Pensioners Associations and Bodies including those dealing with the needs of special categories like war veterans, disability etc. The demands/representations received in the Commission have been examined under the broad categories of Retiring Pension, Family Pension, Disability Pension and Ex-gratia lump sum compensation.


Demand Relating to Retiring Pension : The principal demands made before the Seventh CPC in respect of retiring pensions as applicable to the defence personnel were:


i. Minimum pension should be fixed at 75 percent of reckonable emoluments for JCOs/ Other Ranks or a compulsory early retirement compensation package or lump sum amount.


ii. Additional quantum of pension with advancing age should commence at the age of 70 years for JCOs/ Other Ranks instead of 80 years as prevails today.


iii. Pre 2006 Honorary Naib Subedar may be given pension of Naib Subedar.


iv. Defence Security Corps (DSC) personnel may be granted second pension on completion of 10 years of service at par with civilians.


v. The depression in pension for qualifying service between 15 and 20 years may be removed and complete earned pension may be made admissible to Territorial Army personnel.


Minimum Pension for JCOs/ ORs : The Services, in the JSM, have sought enhancement of the Service Pension to 75 percent of last drawn reckonable emoluments for JCOs and ORs. In case enhancement of pension to 75 percent of last drawn reckonable emoluments is not granted for JCOs/OR, the Services have sought a compulsory early retirement compensation package or compulsory lateral absorption in government or PSU as an alternative.


Analysis and Recommendations: Service pension for all categories of employees has been fixed at 50 percent of the last pay drawn. The recommendations in relation to pay of both the civilian and defence forces personnel will lead to a significant increase in the pay drawn and therefore in the ‘last pay drawn’/‘reckonable emoluments.’ It is also to be noted that in the case of defence forces personnel, in particular all JCOs/ORs, the last pay drawn includes the element of Military Service Pay, which is also taken into account while reckoning pension. The Commission has Report of the Seventh CPC 402 Index also recommended an increase in Military Service Pay. The increase in pay and MSP will automatically and significantly raise the level of pension of JCOs/ORs, since pension is related to the last pay drawn/ reckonable emoluments. Therefore the Commission does not recommend any further increase in the rate of pension for JCOs/ORs.


Discrimination in Structure of Giving Military Service Pay


Military Service Pay (MSP) is being paid to the Armed Forces Personnel w.e.f. 1st September, 2008. It is a compensation paid to the Armed Forces personnel as a recognition for the intangible aspects linked to the special conditions of their service. On recommendation of 6th Central Pay Commission, MSP was introduced for the first time in respect of Armed Forces.

The MSP being paid to Armed Forces Personnel is in two slabs:-

(i) For Officers – Rs.6,000 per month

(ii) For JCOs/OR – Rs.2,000 per month.

However, Government has separately provided a number of allowances based on risks and hardships involved at a location / in an operation, such as High Altitude Allowances, Field Area / Modified Area Allowances, Counter Insurgency Allowance etc.

7th Pay Commission: Modi Govt to issue notification for 'salary increment' after states polls

New Delhi, Mar 17: There is good news in the offing for the central government employees who are waiting for the implementation of Seventh Pay Commission. Reportedly, notification for the 'increment proposal' will be issued after States Assembly poll

Sources say that as model code of conduct is in place till May 21, Government will be able to issue notification in the month of June only. Elections in five states-Tamil Nadu, West Bengal, Assam, Kerala and Puducherry is scheduled from April 4. State polls will be continued till May 16. The Finance Ministry sources say that Government doesn't want to sully its image by announcing any such decision during the poll period. At the same time, Centre also doesn't want to give Opposition extra ammo to attack it during the election time.

Panel may double minimum basic pay So to be on safer side, Government most likely will release notification regarding the latest pay commission only after May 21.
A Finance Ministry sources was quoted by a news website as saying, "The BJP led central government decided execution time of the pay commission's proposals in April but the Empowered Committee of Secretaries headed by cabinet Secretary can't sort out some anomalies of Seventh pay commission recommendations like scrapping of advances, allowances and minimum pay before declaration of states Assemblies polls".  

Sources further said that Implementation cell of the Empowered Committee of Secretaries is trying its best to address grivances of all concerned parties. After giving final touch to report, Empowered Committee will send recommendations to PMO for its nod. Once PMO will through the report, it will be placed before the Cabinet for final approval. Report says that all these process will be over till May last and that's why model code of conduct of states polls is being considered as cut off point for the notification of pay commission.

Scheme for new Entrepreneurs

An Action Plan has been prepared for 22 sectors under ‘Make in India’ initiative to promote new entrepreneurs in the country. An Investor Facilitation Cell has  been  created in Invest India to assist and handhold investors.  Further, a Startup Action Plan has been released by the Government to create a conducive environment for startups in India which includes:-

a.      Simplification and Handholding

·         Simple Compliance Regime for startups  based on Self-certification

·         Launch of Mobile app and Portal for compliance and information exchange

·         Startup India Hub to handhold startups during various phases of their development

·         Legal support  and fast-tracking patent examination at reduced costs

·         Relaxed norms of public procurement for startups

b.      Funding support and Incentives

·         Providing funding support through a Fund of Funds with a corpus of Rupees 10,000 crore

·         Credit guarantee fund for startups

·         Tax exemption on capital gains invested in Fund of Funds

·         Tax exemption to startups for 3 years

 

c.           Industry-Academia Partnership and Incubation

·         Organizing Startup Fests to showcase innovations and providing  collaboration platforms

·         Launch of Atal Innovation Mission (AIM) with Self –Employment and Talent Utilization (SETU) Program of NITI Aayog

·         Harnessing private sector expertise for setting up incubators

·         Setting up of 7 new research parks modeled on the Research Park at IIT Madras

Delhi State BJP and the members of the Parliament from Delhi today submitted a memorandum to Union Agriculture and Farmers Welfare Minister Shri Radha Mohan Singh to explore the possibility of a relief package for the farmers of Delhi who have lost winter crop due to the untimely rains in March 2016.

 Cleaning of rivers is an ongoing process. Implementation of past projects for pollution abatement in river Yamuna (YAP-I & II) has not yielded desired results. The water quality of river Yamuna has not shown the desired improvement due to a large gap between sewage generation and availability of sewage treatment capacity and lack of adequate fresh water in the river.

Declaration of Bargi Diversion Project as National Project

For considering Bargi Diversion Project as a National Project, a team was constituted, which has submitted its report. As per the report, Bargi Diversion Project does not fulfil the criteria for consideration as a National Project. The balance irrigation potential to be created by this project is less than 2 lakh ha. Therefore, this project was not found fit for inclusion under the Scheme of National Projects.

Progress of Clean Ganga Mission

Cleaning of Ganga was initiated in 1985 under Ganga Action Plan (GAP). Ganga Action Plan (GAP) Phase-I was launched as a centrally funded scheme in 1985 and later GAP Phase-II was initiated in 1993. The Central Government set up the ‘National Ganga River Basin Authority’ (NGRBA) in 2009 as an empowered planning, financing, monitoring and coordinating authority for the Ganga River, to ensure effective abatement of pollution and conservation of the river Ganga by adopting a holistic approach with the river basin as the unit of planning. 

The various types of pollution abatement schemes taken up to clean Ganga may be categorized into core and non-core schemes. Core Schemes include Interception and diversion (I&D) of sewage discharging into the Ganga river and creating treatment infrastructure to treat the intercepted sewage. Non-Core Schemes include Providing Low Cost Sanitation (LCS) at community and individual levels at identified locations, Installation of Crematoria (electric as well as wood based improved crematoria), River Front Development (RFD) including bathing ghats, Afforestation, protecting bio-diversity and creating Public awareness and participation.

New Delhi, Feb 28: Government employees have demanded a minimum salary of Rs.26,000 as against Rs.18,000 recommended by the 7th Central Pay Commission while threatening to go on strike if demands not met. “Minimum pay needs to be revised to Rs.26,000 per month and the “Minimum pay of Rs.18,000 as recommended by 7th CPC is not acceptable,” said Minutes of the meeting of Joint Secretary (IC) with the members of the Staff-side of the Standing Committee (National council – JCM).
