सातवें वेतन आयोग - रेलवे कार्मिकों ने किया प्रदर्शन



डूंगरपुर - सातवें वेतन आयोग की मजदूर विरोधी सिफारिशों तथा रेलकर्मियों की लम्बित मांगों को लेकर स्टेट ज्वाइंट काउंसिल ऑफ एक्शन व एआईआरएफ के आह्वान पर नार्थ वेस्टर्न रेलवे एम्पलॉइज यूनियन से संबंद्ध रेलवे कार्मिको ने बुधवार दोपहर यहां रेलवे स्टेशन पर उदयपुर - अहमदाबाद सवारी रेलगाड़ी के समक्ष जमकर प्रदर्शन किया।

शाखा सचिव प्रकाश जोशी ने बताया कि एआईआरएफ के आह्वान पर रेलवे कार्मिक फरवरी माह में स्ट्राइक बेलेट देंगे तथा मार्च माह के पहले सप्ताह में हडताल की तारीख तय की जाएगी।

बुधवार को रेलवे स्टेशन पर हुए प्रदर्शन में योगेन्द्र कुमार, एच.के.शर्मा, लक्ष्मणा ननोमा, सतीश पटेल, सी.के.चौबीसा, कांतिलाल पटेल, ईश्वर मंगलूराम, कमला देवी, गंगा बाई सहित कई रेलवे कार्मिक शामिल थे।

Sathiyamurthy is new TN intelligence chief

Chennai,  (PTI) Tamil Nadu government today posted senior IPS officer K N Sathiyamurthy as the chief of state intelligence, replacing S Davidson Devasirvatham.

The state Home Department, in a notification, announced the changes. However, new posting of Devasirvatham had not been announced immediately.

Prior to the latest posting, Sathiyamurthy was the Inspector-General of Police (Central Zone), Tiruchirappalli, and he has held several other senior positions.

2 Increment days proposal ignored by 7th Pay Commission

There is no explanation in the report of 7th CPC about the suggestion regarding the 2 Increment Days in respect of Central Government employees given by the NC JCM Staff Side.

Prior to the 6th Pay Commission, there was separate increment date for each central government employees. Sixth Pay Commission recommended uniform increment date for all the central government employees and the new conditions for granting of increment. As per the sixth CPC recommendations, Government servants completing six months and above in the same Grade Pay as on 1st of July are eligible to be granted the Increment.

नई दिल्ली। सातवें वेतन आयोग की रिपोर्ट जनवरी से लागू किया जाना प्रस्तावित है। वेतन आयोग की संस्तुतियों को लागू करने से केन्द्र सरकार के सर्वाधिक कर्मचारियों वाले रेल विभाग पर 32 हजार करोड़ रुपए का अतिरिक्त आर्थिक बोझ पडऩे की सम्भावना है। इतनी बड़ी राशि का प्रबंध हर साल करना रेल मंत्रालय के लिए टेढ़ी खीर बन सकता है। रेल मंत्रालय में वरिष्ठ अधिकारियों के बीच यह चर्चा है कि यदि केन्द्र ने आर्थिक मदद न की तो क्या होगा। ऐसे में रेल मंत्रालय के पास एक ही विकल्प बचता है कि वह रेल किराया बढ़ाए। इसका सीधा असर यात्रियों पर पड़ेगा।

7th CPC: Five states ask Modi government to 'go slow' on salary hikes

Five states have asked the Narendra Modi government to go slow on the implementation of the Seventh Pay Commission's recommendations, says a report in Indian Express.

Seventh Pay Commission falls short on several counts

The Seventh Pay Commission has recommended a 23.55% hike in the pay and allowances of government employees. The pay is likely to increase 16%, allowances 63% and pensions about 24%. This is less than the overall hike of the Sixth Central Pay Commission. From January 1, these will benefit 4.8 million central government employees and 5.5 million pensioners. The minimum basic pay of central government employees is Rs 18,000 per month while the maximum is Rs 2.25 lakh per month. Its immediate monetary impact is Rs 1.02 lakh crore. This does not include the impact on the finances of the state governments.

7TH CENTRAL PAY COMMISSION’S RECOMMENDATIONS ARE DETREMENTAL TO LARGE SECTION OF 2CRORE FAMILIES OF EMPLOYEES

7TH CENTRAL PAY COMMISSION’S RECOMMENDATIONS ARE DETREMENTAL TO LARGE SECTION OF EMPLOYEES​The Chairman of Seventh Central Pay Commission Justice Ashok Kumar Mathur has since presented voluminous recommendation consisting of 875 pages to Hon’ble Finance Minister. When we go through the recommendations it appears that it anti low paid employees and failed to improve their financial condition, short of suggesting measures for better and encouraging working conditions for them. It is tilted towards higher level officers.

2.​The following important issues on which recommendations are made show the negative approach of the commission towards low level employees, which may be due to anti employee actions ofthe present Government. After independence seven Pay Commissions have been constituted all by Congress or Congress led Governments. NDA Government during the year 2003 was in power but refused to constitute 6th Pay Commission in spite of recommendation of 5th CPC to constitute 6th Pay Commission on 1st Jan, 2003 so that its recommendations could be implemented wef 1st Jan, 2006. This proves beyond doubt that the present BJP Government too is not serious to improve working condition and in financial upgradation of majority of employees. Brief details of main recommendations are:-

Fitment: For fixation of pay effective from 1st Jan, 2016, fitment factor of 2.57 has been proposed for application uniformly for all the employees. It includes a factorof 2.25 is on account of Dearness Allowance neutralisation, assuming that DA would be 125 percent at the time of implementation of the new scale out of 2.57 of fitment formula recommended. The hike will only be 14.29 percent. 



The enhancement of pay by 14.29% is very depressing for the employees in past after submission of 5th and 6th Pay Commissions report the minimum hike given was 40%.

(A) It has been our consistent demand to reduce gap between the lowest paid and the highest paid employees from 1:12, recommended by 6th CPC to 1:8 but instead of reducing the gap it has been further increased by the 7th Pay Commission to 1 to 14.

(B) As per para 5.1.27 of the report, “it is proposed that fitment factor of 2.57 is being applied uniformly for all employees.” Whereas at Table 5 : Pay Matrix (Civilian Employees) for level 1 to 5 it is 2.57 and in respect of remaining higher levels except level 13 it ranges between 2.62 to 2.81. It proves that senior officers have been favoured by the Commission in fitment process.

(C) 6th Pay Commission had recommended annual Increment between 3 to 4% of Pay plus Grade Pay whereas Seventh Pay Commission has restricted it to 3% only.

(D) The 7th Pay Commission has proposed to withhold annual increments of those employees who are not able to meet the benchmark either for MACP or regular promotion within first 20 years of service, under the given condition an employee will be left with no option but to leave the job and seek retirement. 

(E)Recommendationto withdraw some benefits which employees are already availing:

(i) In the name of parity in the rank of Assistants, between the field staff and headquarter staff grade pay of Rs 4,600 of Asstts of CSS has been placed in the new pay matrix in Level 6, the level corresponds to pre-revised GP of Rs 4200. Similarly the corresponding posts in the Stenographers cadre willalso follow same parity and thus will be deprive of GP of 4600.

(ii) Non-functional selection scale with the GP of 4200 was granted to 30% Upper Division Clerks in CSS and Allied Offices, which is now being withdrawn at the cost of UDCs awaiting grant of NFSS.​

(iii) At present two additional increments are granted at the time of promotion to Under Secy/PPS in CSS/CSSS it is suggested to abolish the benefit.

(F) Recommendation to abolish Allowances, reduce percentage, de-link benefit of DA:

(i) The quantum of percentage based allowances has been reduced, the 6th CPC had doubled it whereas 7th Pay Commission has suggested rationalisation by a factor of 0.8 (para 8.2.3). This will reduce present percentage based allowance for example House Rent Allowance which is at present 30, 20 and 10% in respect of Class X, Y and Z category of cities will come down to 24, 16 and 8% .In the same pattern percentage of other allowances will also be reduced.

(ii) All non-interest bearing Advances viz Festival etc have been abolished.

(ii)Motor Car, Motor Cycle/Scooter/Moped advances have been abolished.

(iii) 52 Allowances presently available to employees will discontinue.

(iv) Identities of 36 allowances have been abolished as separate and proposed to be subsumed with existing or newly introduced allowances.

(v) Transport Allowance which is at present linked with DA, with release of every additional instalment of Dearness Allowance, TA is also proportionally increases, this will be done away. 

(G)Rates of contribution by various levels of employees towards insurance coverage have been exorbitantly increased, the details are:

(H) Process of Cadre Review has been made very difficult.​​​​

​In short Central Government Employees are frustrated and disappointed with the major recommendations of the Commission. It is unfortunate that the employees, who were given 40% hike in their respective pay has now been recommended only 14.29%. This is unjust and humiliating for the beneficiaries.

​We have decided to express our resentment and demand at least 40% hike in the pay of various categories of employees.

Central Government employees are wondering if there will be any consequences of taking leave on January 1, 2016, the date of implementation of the 7th Pay Commission report.

The recommendations of the 7th Pay Commission regarding the salaries and perks for the Central Government employees will come into effect from January 1, 2016 onwards. Many are curious to find out the connection between the date of implementation of 7th CPC and reporting to work on the day.

Normally, the date of joining work, date of getting the promotion, date of receiving the increments, transfer date, and retirement dates are very important for a Central Government employee. In the average service period of a Central Government employee, he/she is likely to witness two or three Pay Commissions. Keeping this in mind, it would be better to not absent oneself on January 1, 2016.

New Delhi: With economic slowdown severely denting freight earnings and pushing up operating ratio in FY16, Railways Minister Suresh Prabhu expressed concern that implementation of Seventh Pay Commission mandate may increase Indian Railways wage bill by Rs 32,000 crore annually and put “unbearable” pressure on the country’s largest public utility.

Speaking to Bloomberg TV India, Prabhu said the next Railway Budget will continue the reforms initiated in the previous Budget for FY16 and step up capex. “The next Budget will be a continuation of what we started last year. I think it will contain something more,” he said.

Service chiefs write to Parrikar, express concern about 7th Pay Commission’s recommendations

In a rare move, the three service chiefs — Army Chief General Dalbir Singh, Air Chief Marshal Arup Raha and Navy Chief Admiral Robin Dhowan — have sent a joint memorandum to Defence Minister Manohar Parrikar expressing concern about the Seventh Pay Commission’s recommendations. They have sought an expert committee, with representatives from the armed forces, to redress the grievances identified by the defence services.

Defence ministry sources said Parrikar has already had an informal interaction with the three service chiefs, and a detailed presentation on all the issues raised in the joint memorandum will be held this week.

On November 19, the 7th Central Pay Commission submitted its report on the salaries, pensions, and benefits for more than 50 lakh Central Government employees.

Within hours, the websites and news media began to give their elaborate interpretations and opinions about the recommendations. Mr. Krishnan, the secretary of Confederation of Central Government Employees & Workers, on his website, gave a scathing review of the report, listing out all the drawbacks and disappointments. This was followed by similar opinions from almost all the other employees associations.

New Delhi - Furious with the "several glaring inaccuracies and anomalies" in the recommendations of the 7th Central Pay Commission, the armed forces have demanded setting up of an independent expert body or a parliamentary committee to examine their concerns about their eroding status, pay and pension vis-a-vis their civilian counterparts.

Sources say the three Service chiefs - Air Chief Marshal Arup Raha, Admiral Robin Dhowan and General Dalbir Singh Suhag - will meet defence minister minister Manohar Parrikar next week to urge the government to resolve eight "critical issues and persisting core anomalies" before implementing the 7th CPC.

Revised Pays For Kerala Government Employees By February 26: Oommen Chandy



THIRUVANANTHAPURAM: Kerala's 10th pay revision commission will be implemented latest by February 26, benefiting about 1.5 million government employees and pensioners, Chief Minister Oommen Chandy said today.

"I assure the house that before February 26th, the 10th pay commission would be implemented," Mr Chandy told the Assembly after Left legislator AK Balan raised the issue.

Mr Balan said the Congress-led United Democratic Front (UDF) governments had always been dilatory in revising the pays of employees and pensioners.

The Seventh Pay Commission headed by Justice AK Mathur on Thursday submitted its report to Finance Minister Arun Jaitley, suggesting 23.55% hike in pay and allowances of govt employees.

A hike of 23.55 per cent in emoluments, including pay, allowances and pension, for the 47 lakh serving employees of the Central government and 52 lakh pensioners has been proposed by the Seventh Pay Commission, headed by Justice A K Mathur, which submitted its report Thursday to Finance Minister Arun Jaitley.

While the proposed hike in salaries could potentially offer a boost to consumer spending, the cumulative impact of the proposals, which include a recommendation of a virtual one-rank-one-pension scheme for civilian Central government employees, entail a total additional outgo of Rs 1.02 lakh crore a year.

Railways seeks FinMin help to meet Pay Commission ‘burden’ of Rs 32,000 cr

As the Railways stares at Rs 32,000-crore additional costs for implementing the Seventh Pay Commission recommendations, Railway Minister Suresh Prabhu has reached out to the Finance Ministry seeking additional help to meet this “unbearable burden”.

32,000 crore is an unbearable burden on the Railway finances. We are talking to the Finance Ministry on how we can deal with this,” Prabhu told BusinessLine.

Government Warns of Impact from Seventh Pay Commission

The government on Friday warned that the fiscal outlook for next fiscal year (2016-17) remains challenging. In its mid-term economic review, the government said that the impact of the recommendations of the Seventh Pay Commission will be seen next fiscal year.

The government will have to take a hit of over Rs 1 lakh crore per year if the recommendations of the Seventh Pay Commission are accepted. Economists said that the pay panel proposals are likely to be implemented next fiscal.

Unjustified deduction for Group insurance Scheme in 7th Pay Commission Report – IRTSA

CGEGIS – Central Government Employees Group insurance Scheme
a. Term insurance premiums have plummeted over last 6 years. Since 2009, term insurance premium have crashed by 75 percent. A one crore cover for 30 year old male cost around Rs.30,000 in 2008, but one would be able to get the same cover today for around Rs.8000. But 7th CPC has made its
recommendations exactly opposite to the trend in the market, instead of passing on the benefit to employees, 7th CPC recommended for taking away even meager benefit extended in the form of contribution to CGEGIS.
b. Huge unjustified increase in monthly deduction for GIS: 7th CPC has recommended for increasing monthly deduction & insurance amount by 41.7 times for Group ‘A’ & ‘B’ and 50 times for Group ‘C’ as given in table below,

c. 7th CPC recommended a ratio of savings fund to insurance fund as 75:25.
d. Therefore, for the annual contribution of Rs.18,000 by a Group ‘C’ employee Rs.13,500 will go for savings fund and Rs. 4,500 will go for insurance fund.
e. On cessation of account (ie on retirement) savings amount plus 8.7% interest per annum (compounded quarterly) for savings account has to be paid to the employee.
f. In case of demise of the employee savings amount plus Interest as applicable on date plus insurance amount has to be paid.
g. So for risk coverage to the value of Rs.15,00,000 a Group ‘C’ employee need to contribute Rs.4,500 annually.
h. Whereas in LIC’s New Amulya Jeevan-II insurance policy, which covers only risk (100% goes to insurance fund), if a person joins at the age of 20 for the period of 30 years, for risk insurance amount of Rs.25,00,000annual contribution is only Rs.3,652 per year. In LIC’s New Amulya JeevanII policy annual contribution is less by Rs.848 and insurance amount is more by Rs.10,00,000 than CGEGIS recommended by 7th CPC.
i. Unreasonable recommendation by 7th CPC: For 0.81 times of contribution recommended by 7th CPC, LIC of India a PSU is offering an insurance amount of 1.67 times recommended by 7th CPC.

j. When around 30,00,000 employees are going to be in the Group insurance scheme, annual deduction has to be much less than LIC’s policy which is offered for individuals.
k. Monthly deduction given in the table below for recommended insurance amount by 7th CPC is sufficient as per the rates applicable in New Amulya Jeevan-II insurance policy

7th Pay Commission report on pay, pensions: Manohar Parrikar says analysing concerns of armed forces

The defence ministry is analysing the concerns of the armed forces on the 7th Pay Commission report recommendations, Defence Minister Manohar Parrikar said on Wednesday. Asked about the concerns the armed forces have expressed over the 7th Pay Commission report recommendations, the minister said: “We are analysing them.”

Saying that the 7th Pay Commission report recommendations are on the agenda, Manohar Parrikar said, “We are already on the job. By next week we will be able to see what can be done.”

COMMON MULTIPLE FACTOR NEEDS TO BE HIKED

At present, without implementing 7th pay commission recommendations, year on year increase in the expenditure in both pay and pension has averaged about 11%. Thus real increase on account of increase in pay, all allowances & pension will be only 12.55% (23.55% – 11% = 12.55%). Real increase on account of Pay & DA will be only 5% (16% – 11% = 5%). It is clearly evident that financial implications will be very marginal on account of implementation of 7th CPC recommendations. In the scenario of increase in Government revenue every year and reduction in staff strength of every year, pay element in Government expenditure will come down every year with respect to revenue earning or GDP.

40% fixation benefit was given over 4th CPC scale to 5th CPC scale in general to all the scales.

Major retrograde recommendations of the VII CPC to be settled before implementation

AIRF has raised the issue of retrograde recommendations, made by 7th Pay Commission in its report submitted to Government last month, with Secretary Railway Board. Railwaymen are anguished and agitated over the retrograde recommendations of 7th Pay Commission. AIRF has raised following objections:-

Whereas the Central Government has decided to implement One Rank One Pension (OROP) for the Ex-Servicemen for payment of uniform pension to the armed forces personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which implies that bridging the gap between the rate of pension of current and past pensioners at periodic intervals.

7TH CENTRAL PAY COMMISSION’S RECOMMENDATIONS ARE DETREMENTAL TO LARGE SECTION OF EMPLOYEES​The Chairman of Seventh Central Pay Commission Justice Ashok Kumar Mathur has since presented voluminous recommendation consisting of 875 pages to Hon’ble Finance Minister. When we go through the recommendations it appears that it anti low paid employees and failed to improve their financial condition, short of suggesting measures for better and encouraging working conditions for them. 7th Pay Commission repor makes Railway Tighten Belt

New DELHI: Air travel only for top officials, that too in economy class, strict curbs on foreign visits and a ban on creation of new posts are among a slew of austerity measures taken by the railways to meet the financial burden of around Rs 30,000 crore on account of implementation of the 7th Pay Commission's recommendations.

Soon after the pay panel's report was announced, railway financial commissioner S Mookerjee wrote to all general managers (GMs) suggesting measures to cut down expenditure.

7th CPC has received representations seeking raising the ceiling limit of 300 days to 450 days for purposes of Leave encashment of Earned Leave.

Analysis and Recommendations : The Commission noted that serving employees are entitled for encashment of Earned Leave up to 60 days while in service. This will not to be deducted from the maximum number of Earned Leave of 300 days encashable at the time of retirement.
The recommendations in relation to pay of both the civilian and defence forces personnel will also lead to a significant increase in the pay drawn and therefore in the total amount of leave encashment available for an employee.
Therefore the present ceiling of 300 days Earned Leave for encashment at the time of retirement will continue.

नई दिल्ली। 7वें वेतन आयोग की रिपोर्ट आने के बाद सरकारी कर्मचारी तो  खुश हैं लेकिन प्राइवट सेक्टर में काम करने वाले लोगों में असंतोष महसूस किया जा रहा है। एक सर्वे में पता चला है कि इस हालत में कंपनियों को कर्मचारियों के उत्साह और परफ ॉर्मेंस लेवल्स में गिरावट का सामना करना पड़ रहा है।

एक ऑनलाइन पोर्टल के सर्वे के अनुसार, 70 प्रतिशत कर्मीइस बात से दुखी हैं कि वह प्राइवेट सेक्टर में काम करते हैं। उन्हें लगता है कि वह भी केंद्र सरकार के कर्मचारी होते तो सातवें वेतन आयोग की सिफारिशों के मुताबिक उनकी भी सैलरी में 23.55 प्रतिशत का भारी इजाफा होता।

Mumbai: Rajendra Diwakar, a bureaucrat in India’s commerce ministry has been wanting to buy his a wife a car, but with an annual salary of about $10,000 his wish has remained just that. Prime Minister Narendra Modi may soon offer him a helping hand.

Modi’s weighing proposals by a panel to double wages in a move that may prompt the country’s 29 states to make their own adjustments. If accepted, the size of the stimulus could swell to as much as Rs.4.8 trillion, or 2.8% of the gross domestic product (GDP) by March 2017, Credit Suisse Group AG estimates.

7th Pay Commission: India Inc employees want similar hikes

Following the 7th Pay Commission report, there is a significant discontent among private sector employees, and employers are dealing with lowered motivation and performance levels, says a survey. 

According to a Times Jobs.Com survey, over 70 percent private sector employees regret working in the private sector after central employees bag 23.55 percent salary hike.

मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेंस के इस दौर में सातवें वेतन आयोग की रिपोर्ट पढ़ने पर कई भ्रांतियां तार-तार हो जाती हैं। पहली और सबसे बड़ी भ्रांति यह है कि सरकारी महकमों में फालतू कर्मचारियों की लंबी-चौड़ी फौज है। दूसरी यह कि इन कर्मचारियों को मोटी तनख्वाह मिलती है, जिसका बोझ आम करदाता पर पड़ता है। तीसरी यह कि ठेके पर कर्मचारी रखने का चलन केवल निजी क्षेत्र तक सीमित है, सरकार सबको पक्की नौकरी देती है। सबसे पहले सरकारी कर्मचारियों की संख्या से जुड़ा सच जाना जाए। पिछले दो दशक में हुई जनसंख्या वृद्धि और अर्थव्यवस्था के विस्तार से बढ़े काम के बोझ का जायजा लेने पर पता चलता है कि इस दौरान कर्मचारियों की संख्या बढ़ी नहीं, घटी है। सही मायने में यह पिछले 17 सालों में घटते-घटते आधी रह गई है।

Budget 2017: why pay panel report may not be so taxing

NEW DELHI, - The Seventh Pay Commission recommendations hang heavy over Budget 2016-17, but the Finance Ministry is optimistic that besides a direct tax boost, there will be a consumption stimulus thanks to higher disposable income with Central staff and a consequent jump in indirect tax collection.

Higher wage bill

The Seventh Pay Commission report, which was submitted last month, is likely to be implemented from April 1, 2016 (with retrospective effect from January 1). The suggested average 23.55 per cent hike in pay and allowances for 47 lakh Central government employees and 52 lakh pensioners is expected to increase the Centre’s wage bill by at least ₹1 lakh crore. Finance Minister Arun Jaitley has been underlining the pay panel report implementation as the key challenge for Budget 2016-17.

The tax authorities expect at least a ₹5,000-crore increase in direct tax collections, depending on how the report is implemented and the manner in which arrears are paid.
