Dear comrade,

This is in connection with LDC/UDC, MACP on Promotional hierarchy and other issues related to Administrative Staff of Subordinate offices. It is surprising to note that the 7th Pay Commission has turned down the genuine issue of LDC & UDC on the ground that the government has stopped direct recruitment for the clerical cadre and gradually phasing out the existing incumbents. If this is true, it is a matter of great concern that the Government has chosen to take a unilateral decision on an important policy matter without consulting the Staff side. The reason given for rejection of the demand is not convincing.

न्यायमूर्ति माथुर के नेतृत्व वाले सातवें वेतन आयोग की रिपोर्ट सरकार को मिल गई है। हमेशा की तरह सरकार आयोग की सिफारिशों की पड़ताल करेगी; संयोग से इस समय केंद्र में एक स्थिर व मजबूत सरकार है, जिसके सामने फिलहाल कोई चुनावी मजबूरी नहीं है, इसलिए आशा है कि आयोग की सिफारिशों का वस्तुनिष्ठ मूल्यांकन हो सकेगा। मुझे याद है कि जब मैं सचिव (व्यय) था, तब पांचवें वेतन आयोग को इस राजनीतिक दबाव से काफी धक्का लगा था कि वेतन-वृद्धि के लिए उसकी सिफारिशों की पुनर्समीक्षा की जाए। सचिवों की समिति को, जिसका सदस्य मैं भी था, इस बारे में कोई आजादी हासिल नहीं थी और आखिरकार अर्थशास्त्र को सियासत के हाथों परास्त होना पड़ा था।

7th CPC Recommendations – Confederation National Secretariat Decisions

Dear Comrades,
National Secretariat of the Confederation of Central Govt Employees & Workers held on 27-11-15 at New Delhi after detailed deliberations on the recommendations of the 7th Central Pay Commission (CPC) has decided as follows :
1.The National Secretariat has come to the unanimous conclusion that many of the recommendations of the 7th CPC are most retrograde and require to be modified before implementation by the Government, especially the faulty and depressed minimum wage arrived at by the 7th CPC and the fitment formula. Some of the recommendations such as abolition of certain allowances etc., are to be rejected.

WB Govt Sets Up Pay Commission

Economist Abhirup Sarkar, who is a professor of the Indian Statistical Institute, has been appointed chairman of the eight-member Pay Commission, which is scheduled to submit its report within six months.

The Report of the 7th Central Pay Commission was submitted to the Governmenton 19.11.2015. A COPY of the Report is placed on the website of Ministry of Finance (www.finmin.nic.in)

2. The process to examine the recommendations of the Commission has to commence immediately. An Empowered Committee of Secretaries chaired by cabinet Secretary is being constituted to consider the recommendations in its entirety and after considering the views of all the Departments as well as the Staff Associations and JCM. An implementation Cell is also being created In this Ministry to process the recommendations based on the views of the Ministries/Departments , Staff Associations and JCM for submitting the matter for consideration of the empowered Committee of Secretaries and thereafter for approval of the Cabinet based on the conclusions arrived at by the Empowered Committee of Secretaries.

Mumbai : The Western Railway Mazdoor Sangh (WRMS) observed ‘black day’ on Friday to protest against the 7th Central Pay Commission (CPC) report which had stopped all allowances for railway employees.

Their demands include refixing of their wages to Rs 26,000 and refixing of all pay scales by multiplying 3.7 factor.

The much-awaited 7th Pay Commission report was submitted to the government last Thursday. The 900-page long report was perused swiftly within a day or two and criticisms have already started coming.

The very next day of submitting the report, M. Krishnan, the Confederation Secretary, gave a scathing criticism. “No other Pay Commission had submitted such a worst report,” he said. No annual increment if central govt employees fail to perform, recommends 7th pay commission

New Delhi: Central government employees should not be allowed to earn annual increments if they fail to meet performance criterion, the Seventh Central Pay Commission has recommended even as it sought upgradation of performance benchmark to "very good" from "good" level.
It has also recommended introduction of the Performance Related Pay (PRP) for all categories of central government employees.

There is a widespread perception that increments as well as upward movement in the hierarchy happen as a matter of course. The perception is that grant of Modified Assured Career Progression (MACP), although subject to the employee attaining the laid down threshold of performance, is taken for granted, the panel said.
"This Commission believes that employees who do not meet the laid down performance criterion should not be allowed to earn future annual increments. The Commission is therefore proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service.
"This will act as a deterrent for complacent and inefficient employees. However, since this is not a penalty, the norms for penal action in disciplinary cases involving withholding increments will not be applicable in such cases.
This will be treated as an efficiency bar," it said in the report submitted to the government.
Additionally, for such employees there could be an option to leave service on similar terms and conditions as prescribed for voluntary retirement, the panel said.

The Seventh Pay Commission headed by Justice A K Mathur has recommended a 14.27 percent increase in basic pay, the lowest in 70 years.

However, the entry level pay has been recommended to be raised to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000. For the Secretaries it has been fixed at Rs 2.25 lakh as against Rs 80,000 currently.

7th Pay Commission report: Five key innovative recommendations

In a big bonanza to 47 lakh central government employees and 52 lakh pensioners, the seventh Pay Commission has recommended a 23.55 percent increase in salary, allowances and pension along with a virtual one-rank-one-pension for civilians.

Here are the 5 innovative recommendations of 7th Pay Commission report:

New Pay Structure: Considering the issues raised regarding the Grade Pay structure and with a view to bring in greater transparency, the present system of pay bands and grade pay has been dispensed with and a new pay matrix has been designed. Grade Pay has been subsumed in the pay matrix. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the pay matrix.

ECoREA condemns report of 7th Pay Commission

The East Coast Railway Engineers Association (ECoREA) condemned the report submitted by 7th Central Pay Commission. The report is erroneous and favorable to officers at highest level, said ECoREA president Er Bobin Mohanty.

Er Mohanty said the chairman had assured to give justice by giving Group B status and good pay structures with perks to the railway engineers. But none of that has happened, he remarked.

7th Pay Commission to have bearing on state finances: NITI Aayog member




The Seventh Pay Commission's recommendations will take a heavy toll on fragile finances of states and force them to scale back their development spends, NITI Aayog Member Bibek Debroy has said.

He felt that once the Centre implements the recommendations, it is "impossible" for the states to hold back a hike in their employees' salaries.

"There are serious repercussions arising from the Seventh Pay panel report, as in the two earlier Pay Commissions, on finances of states, which will go for a toss," he told PTI over the weekend here.

"Typically, what every state does is that if starved for cash, slash capital expenditure or development spends," Debroy, one of three full-time members of the National Institution for Transforming India (NITI Aayog), said.

7th pay commission to hit Himachal’s coffers hard

Even as the central government has agreed to finance the centrally-sponsored schemes (CSS) for Himachal Pradesh in the 90:10 ratio, the imminent seventh pay commission is set to leave the cash-strapped state government in a pickle.

While Himachal Pradesh was expecting to be a revenue surplus state due to high revenue gains from the Centre, the hike in pay scales would neutralise its plan.

The Seventh Central Pay Commission (7CPC) last week proposed an increase of 23.55 per cent in the pay packet (salary and allowances) of central government employees and pensioners, which will become effective from 1 January 2016. The payout is expected in FY17.

7CPC award is likely to cost the central government Rs 1.021 lakh crore in FY17, a 23.55 per cent increase from FY16.

Post the proposal, Bank of America- Merrill Lynch said, “7th Pay Commission’s recommendation of a 23.6 per cent hike in salaries for civil servants will boost discretionary spending.”

The recommendations of the pay commission have come at a time when there is a demand slump in the economy. Households are not spending as incomes have not risen, and there is constant focus on the rural households to provide an impetus which is not coming due to successive weak monsoons in 2014 and 2015. In this background, the higher salaries recommended along with pensions comes as breath of fresh air. And this time there is less umbrage over these hikes.

There are several issues here. The first is the quantum of increase in salaries and pensions. At around 24%, the amount is quite large, and while there is justification, we need to move over to a system where this is done gradually and more frequently rather than as a big shock. This would make it easier to absorb. Right now absorbing an amount of Rs 1 lakh crore is a task.

Second, the hike in central government pay scales would automatically mean that even the state personnel scales would go up by a comparable level which will necessitate corrections for PSUs, PSBs, universities, regulators and so on. Therefore, the total impact in the next couple of years will be more than the Rs 1 lakh crore we are talking of and could be in the range of Rs 2.5 lakh crore, depending on the rate of scale up of salaries.

7th CPC Pension Calculation : Fixation for Pre-2016 Pensioners

The 7th Pay Commission has recommended the fixation of pension for civil employees including CAPF personnel, who have retired before 01.01.2016, given two formulations with illustrations for fixing of pension. One for the pensioners retired before 2016 and another one is for the pensioners retired before 2006.

23.55% pay hike? Analysis shows it could well be just 14.29%

Congress spokesman Ajay Maken, whose political turf is New Delhi constituency – housing the largest number of central government staff, says the 7th Pay panel has even withdrawn other benefits enjoyed by low-paid employees.

Will the central government employees, who were looking forward to fatter pockets and heftier allowances in the New Year, really get the promised 23.55% pay hike? A careful analysis of the 7th Pay Commission recommendations makes out that since the dearness allowance (DA) has not been merged with the basic, the hike could be a mere 14.29%.

Assuming that DA would be 125% then, considering the 2.57 fitment formula recommended by the commission chief Justice Ashok Kumar Mathur, the actual enhancement will be way below the promised 23.55%. Before implementing the 5th and 6th Pay panel recommendations, set up in 1994 and 2006 respectively, the government had merged the DA with the basic salary, thereby taking the minimum hike to 40%.


While the last Pay Commission under Justice BN Srikrishna had recommended to reduce gap between the lowest paid and the highest paid employee from 1:12 to 1:8, the current Commission has increased it further to 1:14. A minimum pay of Rs 18,000 per month and a maximum of Rs 2.5 lakh has been recommended by the commission. It has also restricted annual increment to 3%.

Congress spokesman Ajay Maken, whose political turf is New Delhi constituency – housing the largest number of central government staff, says the 7th Pay panel has even withdrawn other benefits enjoyed by low-paid employees. For example, in the name of parity in the rank of assistants, between the field staff and headquarter staff, grade pay of Rs 4,600 of assistants of central secretariat service has been revised to Rs 4,200. It will apply to stenographers as well. Also two additional increments granted at the time of promotion to under-secretary level stand abolished.

Also quantum of percentage-based allowances in the name of rationalisation has been reduced. For example, the house rent allowance which at present is 30, 20 and 10% in respect of class x, y and z category of cities will come down to 24, 16 and 8% respectively. Further, all non-interest bearing advances for festivals and marriages have been abolished. More interestingly, advances for purchasing car, scooter or cycle also stand abolished. Significantly, transport allowance, which is at present linked with DA, has been delinked, meaning it will not be raised with the increase in transport fares.

The employees will also have to shell out exorbitant money every month towards insurance coverage. A class 10 and above employee, who had to shell out Rs 120, will now be giving Rs 5,000 from source. For class 1 to 5, the deduction is Rs 1,500 and for class 6 to 9 it is Rs 2,500. Though these recommendations will directly benefit 4.8 million staffers and 5.5 million pensioners, taking into consideration its cascading effects on state government and other sectors, nearly 20 million people get affected.

Reacting to these figures, a senior government official here said, all these factors will be taken into account before implementation. Finance Minister Arun Jaitley is setting up a group of secretaries to study the recommendations.

RPF group ‘A’ officers hail 7th Pay Commission recommendations

In its report presented to the government on Thursday, the Seventh Pay Commission fulfilled the demand of Group 'A' officers of the Railway Protection Force to bring parity with other Group 'A' services in the Ministry of Railways.

Hailing the recommendations made by the Seventh Pay Commission, the Group ‘A’ officers of Railway Protection Force have said that when it is implemented, they would have a “synergised integration” with railway operations, resulting in a win-win situation for all.

In its report presented to the government on Thursday, the Seventh Pay Commission fulfilled the demand of Group ‘A’ officers of the Railway Protection Force to bring parity with other Group ‘A’ services in the Ministry of Railways. The report stated, “We are of the opinion that it would be erroneous to bracket RPF officers with officers of Central Armed Police Forces (CAPFs). Hence, we recommend that RPF officers should be treated as railway officers for all purposes, under the full control of Railway Board.”

Hailing the decision, a senior RPF officer from Central Railway said, “As of now, we were treated as outsiders in the railway system, but when this will get implemented, the entire railways would have a synergised integration and experience of an RPF officer would be utilised better in the smooth operation of the railways.”

The officer said when the new pay commission is implemented, the pay, promotion and transfer policies of railway officers would be similarly applicable to RPF officers. “In the railways, officers normally do not get transfer for initial 15 years, while RPF officers get transferred almost 8-10 times in the same job period. Now, the Seventh Pay Commission recommendations would iron out the transfer
anomalies too,” said the officer.

In the RPF, Group ‘A’ officers are recruited along with other three Group ‘A’ services – Indian Railway Traffic Service (IRTS), Indian Railway Accounts Service (IRAS) and Indian Railway Personnel Service (IRPS) – through the Civil Services Examination conducted by UPSC. These officers have since long been demanding to absorb them in the main cadre of the railways.

Another senior RPF officer in Western Railway also welcomed the decision saying, “Since long we were being deprived of our basic rights and facing embarrassment, not only at official level, but our family life was also affected. And now, we officers are feeling that finally justice has been done to us.”

मौजूदा समय में रियासत में करीब साढ़े चार लाख सरकारी कर्मचारी हैं। इसके अलावा एक लाख से ज्यादा पेंशनर भी हैं। जानकारी के अनुसार वर्तमान में रियासत सरकार सरकारी मुलाजिमों के वेतन और पेंशनरों को दी जाने पेंशन पर करीब 18 हजार 450 करोड़ के करीब सालाना खर्च कर रही है।

The Sangh Parivar-affiliated trade union, the Bharatiya Mazdoor Sangh (BMS) , has termed the recommendations of the 7th Pay Commission as disappointing, and said it would soon approach the government to have its concerns addressed.

“It is a disappointing report, and we oppose it strongly. There is just 16 per cent hike in the net pay against the projected 23.55 per cent. Besides, there is a huge gap in the maximum and minimum pays,” BMS general secretary Vrijesh Upadhyay said.

“We do note that for the first time, the report of a pay commission had been submitted on time. We, therefore, have time till January to go into the details of this 900-page report, and suggest some changes to the Finance Ministry. We have asked our government employees’ group to go through the report and come back with suggestions. We will seek time with the Finance Ministry thereafter,” he said.

नई दिल्ली। वेतन आयोग की सिफारिशों से नाराज रेलवे कर्मचारियों ने आगामी 27 नवंबर को काला दिवस मनाने की घोषणा की है। रेलवे यूनियन एआईआरएफ ने शुक्रवार को कैबिनेट सचिव से मुलाकात कर अपना विरोध दर्ज कराया है।एआईआरएफ के महामंत्री महामंत्री शिव गोपाल मिश्र ने कहा कि नेशनल ज्वाइंट कांउसिल ऑफ एक्शन की बैठक में 7वें वेतन आयोग की सिफारिशों को लेकर चर्चा की गई। इसमें सिफारिशों के विरोध में 27 नंवबर को काला दिवस मनाया जा रहा है। इस बात की जानकारी कैबिनेट सचिव को दे दी गई है। उन्होंने कहा कि 13 लाख से अधिक रेल कर्मचारियों की मांग थी कि उनका न्यूनतम वेतन 26,000 रुपये प्रति माह होना चाहिए, लेकिन ऐसा नहीं हुआ। केंद्र सरकार के शीर्ष नौकरशाह कैबिनेट सचिव का वेतन 2.50 लाख रुपये महीना करने की सिफारिश की गई है। इस प्रकार भारत सरकार के शीर्ष और सबसे निचले स्तर के कर्मचारी के वेतन में करीब 14 गुना का अंतर है।

7th Pay Commission Recommendations – Salient Features

1. Minimum Pay

Minimum Pay which was Rs. 7000 in the 6th Pay Commission has been fixed now at Rs. 18,000/-. A Multiplication factor of 2.57 has been used in arriving at this minimum pay.
2.Maximum Pay:
Maximum Pay of ₹2,25,000 per month for Apex Scale and ₹2,50,000 per month for Cabinet Secretary and others presently at the same pay level.
3. Fitment Formula:
7th Pay Commission has formulated fitment formula as far as existing employees are concerned as 2.57. For instance, 7CPC pay of the employees who are presently in the pay band of 5200 – 20200 with grade pay of Rs. 1800, will be calculated by multiplying the factor of 2.57 with their existing basic pay (pay in pay band + grade pay)
4. Date of Effect of 7th Pay Commission Pay:
7th pay Commission pay will be effective from 1st January 2016.
5. Annual Increment:
7th Pay Commission has recommended for Uniform Annual Increment of 3%
6. Modified Assured Career Progression (MACP):
Existing Performance benchmarks for MACP is “Good”. 7th Pay Commission proposes that it should be “Very Good”. 10 years, 20 years and 30 years Slab continues.
The Commission has also proposed that annual increments not be granted in the case of those employees who are not able to meet the benchmark either for MACP or for a regular promotion in the first 20 years of their service.
7. Military Service Pay (MSP):
The Military Service Pay, which is a compensation for the various aspects of military service, will be admissible to the Defence forces personnel only. As before, Military Service Pay will be payable to all ranks up to and inclusive of Brigadiers and their equivalents. The current MSP per month and the revised rates recommended are as follows:

7th Pay Commission: Setback for IAS as panel report seeks parity for other services

Amid the battle between the IAS and other All India Services over pay parity, the Seventh Central Pay Commission has recommended that the “edge” enjoyed by the IAS, both in terms of pay and promotion, should be removed. It has also said that the central staffing scheme for competition between IAS and other All India Services — which includes the Indian Police Service (IPS) and Indian Forest Service (IFoS) — should be opened to give all an equal chance at top posts at the Centre.

7वें वेतन आयोग ने गुरुवार रात अपनी रिपोर्ट सौंप दी. आयोग की सिफारिशों के मुताबिक केंद्रीय कर्मियों का न्यूनतम वेतन तीन गुना तक बढ़ जाएगा. आयोग ने वेतन में 3 फीसदी सालाना इंक्रीमेंट की और सभी कर्मचारियों के लिए वन रैंक वन पेंशन (OROP) की सिफारिश भी की है. इसके दायरे में 10 साल पहले रिटायर हुए कर्मचारी भी आएंगे. सिफारिशें 1 जनवरी 2016 से लागू हो सकती हैं. इन सिफारिशों से 47 लाख कर्मचारियों और 52 लाख पेंशनभोगियों को फायदा होगा.

आयोग की रिपोर्ट की 10 बड़ी बातें.

1. न्यूनतम वेतन 7000 से बढ़ाकर 18,000 रुपये प्रति माह किया जाए.
2. हाउस रेंट 30 से घटाकर 24% किया, पर असर नहीं क्योंकि न्यूनतम वेतन बढ़ेगा.
3. ग्रैच्यूटी 10 लाख से बढ़ाकर 20 लाख रुपये की जाए.
4. जब भी डीए 50% बढ़ेगा, ग्रैच्यूटी सीमा 25% बढ़ेगी.
5. अधिकतम वेतन सवा दो लाख रुपये प्रति माह होगा.
6. ग्रुप ए के अफसरों को अब आईएएस अधिकारी के बराबर तनख्वाह मिलेगी.
7. पैरामिलिट्री फोर्स के जवान की ड्यूटी के दौरान मौत पर शहीद का दर्जा.
8. ऑटोनॉमस बॉडीज, यूनिवर्सिटी और पीएसयू कर्मियों को भी मिलेगा फायदा.
9. 52 तरह के भत्ते खत्म होंगे, 36 को मौजूदा भत्तों में शामिल किया जाएगा.
10. ग्रेड और पे बैंड खत्म, पेंशन में 24 फीसदी तक की बढ़ोतरी की सिफारिश.

EMPLOYEE NEWS CENTER: 7TH CPC - Changes recommended in MACP Scheme7th Pay Commission is of the view that there is no justification for increasing the frequency of MACP and it will continue to be administered at 10, 20 and 30 years as before.


In the new Pay matrix, the employees will move to the immediate next level in the hierarchy. Fixation of pay will follow the same principle as that for a regular promotion in the pay matrix.

7th CPC recommendation on – Children Education Allowance (CEA)

8.17.11 CEA is paid to government employees to take care of schooling and hostel requirements of their children. The rates of CEA are double for a differently able child.
8.17.12 Many demands have been received regarding CEA. It has been requested that the amount be suitably raised and CEA should be extended for Graduation/Post Graduation level studies also. The Commission has received an overwhelming number of requests for simplification of the procedure for reimbursement.

7th pay commission recommendation on HOUSE RENT ALLOWANCE

Commission recommends that HRA should be rationalized to 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively.
Commission also recommends that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent

7TH CPC - Grade pay abolished

“Considering the issues raised regarding the Grade Pay structure and with a view to bring in greater transparency, the present system of pay bands and grade pay has been dispensed with and a new pay matrix has been designed. Grade Pay has been subsumed in the pay matrix. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the pay matrix,” the report says.

10 big recommendations of the seventh Pay Commission

The seventh Pay Commission, headed by Justice AK Mathur, on Thursday submitted its report to Finance Minister Arun Jaitley.
