One Rank One Pension : Why not immediately notify the OROP for family pensioners and POTSs?

We might have all read an article couple of days ago appeared in Business Standard newspaper indicating that the due to weak financial position, the union government is mulling with the idea of pushing the implementation of OROP to next fiscal year, which means the implementation might be delayed at least by 5-6 months.

In my personal opinion both the previous and present governments have mishandled the OROP issue and they have perhaps failed to understand the real issues involved in their proper perspective. As suggested in my previous write up if the government would have chosen to introduce an element of age on retirement, in OROP, the expenditure on account of OROP would be less than half the currently estimated expenditure of 8300 crores per annum.

Supreme Court ponders over revoking reservation in higher education

The Supreme Court has advised the state and central government to remove caste-based reservations in higher education and select students based solely on merit.

States like Andhra Pradesh, Telangana and Tamil Nadu had moved the Supreme Court on requesting permission to impose reservations in higher studies. The petition was looked into by the Supreme Court bench consisting of Justices Deepak Mishra and PC Pant.

Everyone knows that Central Government Employees are entitled to avail Leave Travel Concession (LTC) once in two years to visit home town and once in four years to visit any places in India. The employees are reimbursed full expenses for transport from the work station to the place to be visited and back.

Before the sixth CPC was implemented, availing of LTC by the employees was less in number all over India. In order to encourage employees to avail LTC, the Central Government made some impressive modifications in the rules, which saw a huge increase in the percentage of employees going for it. The employees were allowed to travel by air to Jammu & Kashmir and North Eastern States and it continued till June 2015. The modification in the rules that was brought in was the travelling expenses were given in packages depending upon employee’s designation. These visits by the employees saw a huge growth in tourism in these states. It turned out to be a great opportunity for the employees to travel to these places, to know different people, their culture and so on. But for unknown reason, the central government did not extend the orders beyond June 2015.

Efforts made by inimical force to get sensitive information through fake communications

As per CGDA, New Delhi Circular No. AN/III/3012/Circular/Vol-VII dated 13.10.2015 Central Securities Agencies have reported that inimical agents have devised a new mechanism to carve out information from sensitive installations through communication in the name of some retired government officers or using letterhead similar to genuine letterhead of some departments. Though such communications have been found to be fake, prima facie, the receiver of the communication may get trapped in their web and may disseminate sensitive information in the ignorance of genuineness of the communications.

2. As the vital/ sensitive installations of India continue to be high on the agenda of terrorists outfits, it is imperative to sensitize Heads of installations to verify the genuineness of the letter/ requests before disseminating sensitive information to the concerned person/ authority. to thwart any attempts of inimical forces to gather information. Sensitive information should be conveyed only to the concerned/ authorised persons, on need-to-know basis only.

3. All Office in charge are requested to accordingly sensitize the staff under them in this regard.

On the occasion of the DCMAF week, which was observed from 28th Sep – 04th Oct 2015, it is requested to make special efforts to apprise the staff about the initiatives of DCMAF and motivate them to join the scheme. 7TH CPC REVEALED: VARIABLE PAY TO EARLY RETIREMENT FOR ‘UNDER PERFORMERS’

New Delhi : Seventh Pay commission, recommending salary increment of all central government employees will soon submit its report to Finance Ministry.

Reportedly, in the report the commission has recommend government to take some hard decision which will surely not augur well to these employees.

It is being said that part of the increment will be performance linked. If the employees' performance will not be up to the mark, there could be deduction of 5-6 per cent in their salary.

7TCPC - Fiscal consolidation will be tough: World Bank

New Delhi: Alikely rise in oil prices, a drop in corporate tax rates and the burden of the Seventh Pay Commission (which will increase salaries of government employees) will make it tough for the government to stick to its fiscal consolidation roadmap starting 2016-17, the World Bank said on Thursday, even as the government gets down to prepare its next budget, which will be presented in February 2016.

“Oil prices are unlikely to decline further, with the World Bank among other observers projecting a modest increase. Corporate tax rates will be reduced over four years beginning FY 16-17, from the existing 30% to 25%, posing downward pressure on direct taxes if not accommodate the implementation of recommendations from the 7th Pay Commission, which is expected to submit its report in January 2016,” the World Bank said in its bi-annual India Development Update.

7th Pay Commission recommendations likely to boost domestic auto sales

Domestic automobile companies are eagerly awaiting the Seventh Pay Commission recommendations, as the salary hike to be proposed for government employees by the pay panel is likely to boost sales. 

In August, the Union cabinet had extended the deadline for the Seventh Pay Commission to submit its recommendations by four months, to 31 December.

Is Seventh Pay Commission the big stimulus that auto sector needs?

New Delhi: India’s automobile sector is keenly awaiting the recommendations of the Seventh Pay Commission in the hope that government employees will flock to showrooms with their pockets loaded with cash.

Yet, what may still go against the industry is if the Pay Commission’s recommendations are implemented as soon as the report is submitted. This will mean that the implementation may not have any retrospective impact, unlike in the past, and that will lead to less or no lump sum amount as arrears in the accounts of government employees, which in turn may not have the desired impact on auto sales.

Home Town LTC:

Is it possible to make changes in the Permanent Address of a Central Government Employee? 

Those Central Government Employees having their Hometown on the outskirts of their work places, are automatically ineligible for availing LTC Hometown. But they are eligible for the LTC for visiting any other places in India. For the benefit of those employees, in exceptional cases, the CCS Rules (LTC) – Change of Hometown – allows an employee to change the Permanent Address only once in their whole service. The employee can apply for this, through their respective head of sections with detailed documents. A male employee can choose the native place of his wife or vice versa or any other closed relation’s address. Care should be taken while applying for the changes, as the rule allows only once in their whole service. After the changes in the permanent address, the employee can apply for the LTC showing the new address.

Expecting new changes in 7th CPC for availing LTC…

Central Government Employees should be allowed to avail LTC Home Town once in a year and All India LTC once in three years which can bring huge changes in the department of tourism in India. It can motivate the employees to travel, visit different places, to know different people and their working conditions etc. Air travelling should be allowed to all other places in India and can be extended to other neighbouring countries also.

Seventh Pay Commission Likely To Reduce Pay Ratio From 1:12 To 1:9

New Delhi: Seventh Pay Commission is likely to recommend to reduce pay ratio from 1:12 to 1:9 for the bottom grades employees and higher rungs’ pay structure to add a populist hue.

The Commission, which will submit its report to the Finance Minister for approval within December 31, suggest increasing the salary ratio of bottom level central government employees for coping with high inflation.

The Seventh Pay Commission, headed by Justice Ashok Kumar Mathur was appointed in February 2014 and its recommendations are scheduled to take effect from January 1, 2016.

The Pay Commission is likely to recommend increase 40 percent salaries hike of central government employees on average, the full implementation of which would raise the central government spending on salary and allowance Rs 1,00,619 crore.

Subject:-Modification in the format of Life Certificate —Issue of Acknowledgement to Pensioners.

Attention is invited to this office OM No.CPAO/Tech/Simplification/2012-13/325 dated-18.02.2013 directing the banks to allow pensioners/family pensioners to submit the life certificates as well as other certificates to any branch of the bank through which their pension are being disbursed. In this context, several instances of stoppage of payment of pensions have been reported citing non-receipt of life certificate even though the pensioners had submitted their life certificates to the bank, due to misplacement of the life certificate at the bank branches concerned. Instances of some pension paying banks not accepting life certificates given to them by pensioners and directing pensioners to submit the life certificate to CPPC have also been reported causing great inconvenience to pensioners, which results- in either stoppage of payment of pension or delay in payment of pension.

In this context, to alleviate the hardship faced by the pensioners, RBI has also instructed all the Agency Banks handling government pension payment, vide Notification No.RBI/2014-15/ 587 DGBA. GAD No. H-5013/ 45.01.001/2014-15 dated-07.05.2015 that on receipt of life certificate submitted in physical form, banks to issue duly signed acknowledgement to the pensioners and to enter the same in their CBS immediately and issue a system generated receipt to serve the twin purpose of acknowledgement to the pensioners as well as real- time updation of records.

To facilitate the bank authorities, CPAO has prescribed a modified format of life certificate providing therewith acknowledgement of the receipt of the life certificate vide Correction Slip No.24 to the Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks. The acknowledgement is a part of the format of Life Certificate, which can be detached and given to the pensioner by the receiving bank. The format (Annexure) has been circulated to all concerned and the same has been made available on CPAO’s website.www.cpao.nic.in” at the link “For Banks”→ Guidelines for Master data.

The Chairmen/Chief Executive Directors of Authorised Banks are requested to ensure that their paying branches follow the above instructions scrupulously without fail.

जगदलपुर (ब्यूरो)। तेइस नवंबर से प्रस्तावित केन्द्रीय रेल कर्मचारियों की अनिश्चितकालीन हड़ताल टल गई है। ऑल इंडिया रेलवे मेंस फेडरेशन एआईआरएफ सातवें वेतन आयोग की रिपोर्ट देखने के बाद तय करेगी कि आंदोलन करना है या नहीं। विभिन्न मांगो को लेकर केन्द्रीय रेल कर्मचारियों के संगठन एआईआरएफ ने 23 नवंबर से अनिश्चितकालीन हड़ताल पर जाने की घोषणा की थी। एआईआरएफ के असिस्टेंट सेकेट्री सीएच गांधी ने नईदुनिया को बताया कि तेइस नवंबर से होने वाली अनिश्चितकालीन हड़ताल स्थगित कर 19 नवंबर को दिल्ली में एक दिन का धरना आयोजित किया जा रहा है। धरना आयोजित करने के पीछे मुख्य वजह एक बार फिर अपनी मांगों को सरकार के सामने रखना है। श्री गांधी ने बताया कि जनवरी में सातवे वेतन आयोग की रिपोर्ट आ जाएगी और इसके एक माह बाद फरवरी में केन्द्रीय बजट में सरकार का रूख भी पता चल जाएगा। फ ोन पर हुई चर्चा में एआईआरएफ के असिस्टेंट सेकेट्री सीएच गांधी ने बताया कि सातवें वेतन आयोग द्वारा रेल कर्मचारियों की मांगो पर उचित निर्णय नहीं लिए जाने की स्थिति तथा एआईआरएफ की अन्य मांगों पर सरकार का निर्णय आंदोलन की दिशा और दशा तय करेगी। उन्होंने कहा कि फरवरी में केन्द्रीय बजट आने के बाद एआईआरएफ आखिरी निर्णय लेगी। नवंबर की प्रस्तावित हड़ताल को खारिज किए जाने से इंकार करते हुए श्री गांधी ने कहा कि हड़ताल स्थगित की जा रही है, रद्द नहीं की जा रही है।

Seventh Pay Commission Likely To Reduce Pay Ratio From 1:12 To 1:9

New Delhi: Seventh Pay Commission is likely to recommend to reduce pay ratio from 1:12 to 1:9 for the bottom grades employees and higher rungs’ pay structure to add a populist hue.

The Commission, which will submit its report to the Finance Minister for approval within December 31, suggest increasing the salary ratio of bottom level central government employees for coping with high inflation.

The Seventh Pay Commission, headed by Justice Ashok Kumar Mathur was appointed in February 2014 and its recommendations are scheduled to take effect from January 1, 2016.

The Pay Commission is likely to recommend increase 40 percent salaries hike of central government employees on average, the full implementation of which would raise the central government spending on salary and allowance Rs 1,00,619 crore.

Pay Commission, OROP Will Not Impact Fiscal Deficit: Jayant Sinha

New Delhi: Implementation of One Rank One Pension (OROP) and an increase in salary bill due to 7th Pay Commission will not strain government's fiscal position, Minister of State for Finance Jayant Sinha said on Monday.

"I think we are in a very good shape as far as fiscal management is concerned. That was appreciated by all economists," he said while interacting with reporters after a meeting of economists which was chaired by Finance Minister Arun Jaitley at NITI Aayog.

He made it clear that the government's fiscal position is strong enough to bear the impact of OROP and implementation of 7th Pay Commission.

OROP is likely to result in an outgo of Rs 8,000-10,000 crore this fiscal.

The pre-Budget meeting discussed various issues, including agriculture productivity, job creation and fiscal expenditure. "We had some of India's most eminent economists and commentators there. Obviously, it is very early in the cycle to start the consultation. But we felt that if there were good ideas, we could incorporate them even in this fiscal year. Obviously, for the preparation of the current budget, we could begin the work on that right now," he said.

"It was very good interaction and we look forward to incorporating much of this for this fiscal year as well as coming fiscal."

There were several topics that came up, Mr Sinha said, adding that "one very important topic that we spent time on is agriculture and what we could do to increase productivity in agriculture".

The meeting also dwelt at length on fiscal expenditure and how to ensure fiscal expenditure, particularly public investment, could be as productive as possible.

"Third major area that we spoke about is obviously the financial sector... more credit for agriculture, MSMEs and what could we do further to strengthen our banks. The final area that we also spent time on is how to ensure we are able to create more jobs for young people, whether it is in the manufacturing sector or the service sector," he said.

NITI Aayog Vice-Chairman Arvind Panagariya, Chief Economic Adviser Arvind Subramanian and Reserve Bank Deputy Governor Urjit Patel were also present.

Seventh Pay Commission Likely To Abolish Gazetted Holidays

New Delhi: The Seventh Pay Commission is expected to reward the central government by its recommendation on abolishing 18 days gazetted holidays and to provide three days national holidays to central government employees to reform the work culture in central government offices.

Pay commission sources said the number of holidays should come down to improve work culture.

The sources also added, “A survey has revealed that India has the highest number of gazetted holidays per year and close on her heels are her Asian neighbours like Philippines, China, Hong Kong, Malaysia. We need to cut down on holidays to facilitate more work culture.”

Seventh Pay Commission Likely To Reduce Grade Pay, Stay MACP

New Delhi: Seventh Pay Commission is likely to recommend to reduce “Grade Pay” and to stay “MACP” systems for central government employees, which was recommended by the sixth pay commission in 2006.

The Pay panel sources today said the Seventh Pay Commission is considering reducing the provision of Grade Pay and staying Modified Assured Career Progression (MACP) Scheme for the central government employees.

Grade Pay was derived from USA and it has increased in prominence in the early 21st century in USA. Federal employees in USA at all levels are paid based on Grade Pays. The six pay commission followed them.

NEW DELHI: Increase in salary bill due to Seventh Pay Commission and Implementation of One Rank One Pension (OROP) will not strain government’s fiscal position, Minister of State for Finance Jayant Sinha today said.

Economists such as Subir Gokarn, Director of Research at the Brookings Institution India, Ajit Ranade, Chief Economist, Aditya Birla Group, and Rajiv Lall, Vice-Chairman IDFC Ltd, also participated.

Revising Retirement age does not come under the purview of 7th Pay Commission.

Recently the news about retirement age is blown out of proportion in Social Media. In Social Media it has been signaled casually that the retirement age will be brought down to 58 years. Initially it was said that 7th pay commission going to recommend the criteria for retirement age as either 33 years of Service or 60 Years of age whichever comes first.
And gradually it is reduced to 58 years of age or 33 years of service and finally ends up with 30 years of service or at the age of 55 years.

NEW DELHI: A major player in Railway catering service, Comesum group, has come under scanner of CBI which has arrested two senior rail officials and a businessman in connection with alleged corruption in supply of packaged drinking water in Rajdhani and other superfast trains.

Newspapers keep informing us that that the 7th pay commission, which is eagerly expected by all the Central Government Employees will submit its report soon.
A considerable portion of the income that the Central Government Employees receive is from HRA (House Rent Allowance). Next to Dearness Allowance, HRA attracts the attention of most Central Government Employees.
HRA is classified as X, Y, Z according to population. HRA is given for city X as 30%, for Y as 20% and for Z 10%. Recently, more cities have been upgraded according to population and thereby a possibility of getting more HRA has been created.

National Joint Council of Action (Railway, Defence & Confederation) to organize massive protest dharna at Jantar Mantar, New Delhi on 19th November 2015 protesting Govt’s interference with 7th Pay Commission

The National Secretariat Meeting of the Confederation held at Hyderabad on 09th October 2015 while endorsing the decision of the National Joint Council of Action (Railway, Defence & Confederation) to organize massive protest dharna at Jantar Mantar, New Delhi on 19th November 2015 and also Nationwide Protest Demonstration in front of all works spot & offices, has decided to further intensify the protest action against the negative attitude of the NDA Government by organizing the following programmes: –


(1) 2015 November 2nd to 6th – Campaign Week.

(2) 2015 November 6th – Nationwide Mass Dharna at all Important centres.

The Campaign and Protest Dharna will be organized mainly on the following three issues: –

(1) Non Settlement of any of the legitimate demands raised by the JCM Staff Side, National Council by the NDA Government.

(2) Causing engineered delay by the Government in the submission of 7th CPC report by granting four months extension upto 31st December 2015, even when the Pay Commission was ready to submit its report within the stipulated time i.e. 28th August 2015.

(3) Unwarranted intervention of the Finance Ministry in the independent functioning of the Pay Commission by issuing a statement asking the 7th CPC to factor into its report the fiscal concern of the government and thereby to pressurize the commission not to recommend wage rise on the basis of a sound and scientific formulation.

All affiliated organizations and C-O-Cs are requested to implement the above campaign and protest programme throughout the country in a most befitting manner.

NPS has been implemented for all Government Employees (except armed forces) joining Central Govt. on or after 01 January 2004. Most of the State/UT Governments have also notified the National Pension System (NPS) for their new employeesNPS has been made available to every Indian Citizen from 01st May 2009 on a voluntary basis. ST workers hold statewide protest, Demands include pay hike under 7th Pay Commission

Workers of the Maharashtra State Road Transport Corporation (MSRTC) staged a statewide agitation on Wednesday, demanding the resolution of several issues. A draft of their demands was submitted at their head officer in Mumbai. Employees of the Pune division protested outside the MSRTC head office on Shankar Sheth Road. More than 100 workers from various depots had gathered to voice their demands. However, it did not affect the movement of the state transport (ST) buses.
