Expected DA from Jan 2016 – A New Chapter Begins

The last episode of “Expected DA from July 2015” is almost confirmed to hike by 6% and the officialannouncement is expected in the second week of next month.


‘The government usually announces additional dearness allowance for Central staff twice in a year from January and July, based on the price-fluctuation data of the previous six months.’

Central Government employees are currently being given a Dearness Allowance of 113%. With 6% DA almost conclusively assured from July 2015 onwards, official announcement is expected to be made during the cabinet meeting in the second week of next month. As soon as cabinet gives its nod, DA will be issued at 119% for the six months starting July 2015, up to December 2015.


Generally additional dearness allowance is being calculated only after releasing the Consumer Price Index for the previous six months. The price fluctuation data for the six months (July to December 2015) will be published by the Labour Bureau each month. Based on this AICPIN Points, a new another additional Dearness Allowance will be issued from January 2016.

The AICPIN points of December 2015, that is last month data will be announced only towards the end of January 2016. Only then will the Dearness Allowance from January 2016 will be calculated and it will be implemented after the cabinet gives its approval in March.

This will be the final dearness allowance based on the calculations prescribed by the 6th Central Pay Commission.

Attention is invited to DoPT O.M. No. 31011/2/2015 Estt.(A-IV) dated 2th January 2015 and Deptt. of Expenditure, Min of Finance, O.M. No. 19046/2/2008-E.IV dated 22/04/2015, it is clarified that travel by Premium Trains by Central Government servants on LTC/Official Duty/Tour/Training/Transfer etc. is not allowed and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable. In cases where journey on Official Duty/Tour /Training/Transfer etc. has already been performed by Premium Trains, the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.
It is, therefore, once again impressed upon all concerned not to travel by premium trains on LTC/Official duty / Tour / Training/ Transfer etc. and Controlling / Countersigning Officers are requested to regulate the said claims in terms of the Govt. of India letters cited above.

Cabinet Agrees to Give 4 Months Extension to 7th Pay Commission

“The cabinet has consented to give four more months for the 7th Pay Commission to submit its report.”
Following the request from the 7th Central Pay Commission, the cabinet has given an additional four months’ grace time, according to a government release.
The 7th Pay Commission was constituted on 28.02.2014 by the centre. The 18 months’ time given to the Commission ends today. The Commission has stated that there is excess of pending workload to prepare final report and that they want to intensive consultation with stakeholders. Hence, the cabinet gave a nod to extend the time until December for the Commission to carry out its work.
As a result of this new development, the Commission will submit its report in January 2016.
Rumours and unconfirmed news about this began to circulate since Monday. The meeting of the defence minister and the finance minister with the prime minister held in the week begining onwards. And the Pay Commission’s chairman’s interaction with the prime minister – all these activities led to a lot of speculations.
There were talks that the Prime Minister’s Office was getting ready to make some important announcements regarding the One Rank One Pension scheme.
Until last month, employees were confident that the 7th Pay Commission will submit its report on time. This belief was further strengthened by a series of incidents that took place. Employees are extremely disappointed to hear this announcement.
And, Central Government employees are now wondering what the real reason could be for the sudden delay..!

The undersigned is directed to refer to the OMs of even number dated 13th June, 2014, and 31 July, 2015 wherein all the Ministries/Departments were requested to (i) prescribe Minimum Tenure, (ii) set up a mechanism akin to Civil Services Board for recommending transfer, and (iii) place in public domain the transfer policy.
2. The Rotational Transfer Policy should aim to harmonise objectives of institutional memory, avoid development of vested interests, and provide exposure to the employees of working in different organisations, inter alia ensuring overall growth of an officer. The Transfer Policy should provide for both a minimum as well as maximum tenure. Any transfer before completing the minimum prescribed tenure or stay beyond the maximum tenure should be with the approval of the Committee constituted for the purpose, for reasons to be recorded in writing.

LATEST NEWS - Extension of the term of the 7th Central Pay Commission 

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. 

Background:

The 7th Central Pay Commission was constituted by the Central Government on 28.2.2014. According to the Resolution dated 28.2.2014, by which the Commission was constituted, it is to make its recommendations within 18 months of the date of its constitution that is by 27th August, 2015. 

In view of its volume of work and intensive stake-holders' consultations, the 7th Central Pay Commission had made a request to the Government for a four month extension up to 31.12.2015.

7PC Chairmen Justice A.K. Mathur - 7th Pay Commission report will be submitted by September end

The Seventh Pay Commission set up by the government to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners will submit its report next month, said its chairman Justice A K Mathur.

The Union Cabinet, according to sources, is expected to extend the term of the Commission by two months until 31 October at its meeting on Wednesday. The term of the Commission ends this month.
“The Commission will submit its report by the end of September,” Justice Mathur told PTI.
The Commission, which was set up by the UPA government in February 2014 to revise remuneration of central government employees, defence personnel and pensioners, was required to submit its report by August-end.
The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.
The Commission has already completed discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services. It’s now in the process of finalising its recommendations.
The recommendations of the Seventh Pay Commission are scheduled to come into effect from 1 January 2016.
The other members of the Commission are Vivel Rae, Rathin Roy and its secretary Meena Agarwal. The Sixth Pay Commission was implemented with effect from 1 January 2006, the fifth from 1 January 1996 and the fourth from 1 January 1986.

Seventh pay panel to submit report next month - business-standard.

The Seventh Pay Commission, set up by the government to revise pay scales of central government employees, will submit its report by September end, said its Chairman Justice A K Mathur here on Tuesday.

The Commission, which was set up by the UPA government in February 2014 to revise remuneration of about 4.8 million central government employees and 5.5 million pensioners, was required to submit its report by August end.

7th Pay commission is not going to recommend lowering the retirement age – Reports

The Seventh Pay Commission headed by justice A.K. Mathur, has sought a one-month extension from the finance ministry and is preparing to submit its report by the end of September. The commission is unlikely to recommend the lowering of the retirement age as rumoured earlier or push for lateral entry and performance-based pay.

The commission, set up once in every 10 years to review pay, allowances and other benefits for central government employees, was appointed by the previous government on 28 February 2014 and was asked to submit its report in 18 months, which falls on 31 August.

“There are some data points that are missing, which we hope to get by this month end. We are trying to submit the report by 20 September,” an official of the commission said, speaking on condition of anonymity.

New Delhi: A salary hike for lakhs of government employees will be delayed by two months by a panel that decides on their salaries, according to sources.

The 7th Pay Commission is not expected to lower or increase the retirement age for 54 lakh government employees, but its final report on salary hike that was to be submitted to the Centre by the end of this month, has been delayed till September 15.

According to sources, there will be no interim report of the Commission, and the new wage salary whenever accepted by Prime Minister Narendra Modi's National Democratic Alliance, will be effective from January 1 next year.

The chairman of the 7th Pay Commission, Justice AK Mathur has asked for a two month extension from the government. The Commission was appointed by the previous UPA regime in February 2014, and was given 18 months to submit its report.

Nearly 90 per cent of government employees work in the armed and paramilitary forces, while others are in railways and postal department.

Sources said that the Commission was hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision.

The Commission is also expected to take a call on lateral entry and performance based pay, which has been discussed for years, but with no real solution.

During the monsoon session of Parliament earlier this month, the Medium-Term Expenditure Framework Statement tabled in Parliament said, that the salary outgo of central government employees will rise 9.56 per cent to Rs 1,00,619 crore in the current fiscal year.

Next year, it could increase further at 15.79 per cent to nearly Rs 1.16 lakh crore, with the likely implementation of the 7th Pay Commission award, said the statement tabled by Finance

नई दिल्ली: लाखों केंद्रीय कर्मचारियों के वेतन में बढ़ोतरी में दो महीने की देरी हो सकती है। कर्मचारियों की वेतन बढ़ोतरी के बारे में बनाए गए सातवें वेतन आयोग को इस महीने के आखिर तक अपनी अंतिम रिपोर्ट केंद्र सरकार को सौंपनी थी, लेकिन सूत्रों के मुताबिक इसमें 15 सितंबर तक की देरी होगी।

सातवें वेतन आयोग द्वारा केंद्रीय कर्मचारियों की रिटायरमेंट उम्र घटाने या बढ़ाने की उम्मीद नहीं है। सूत्रों के मुताबिक वेतन आयोग कोई अंतरिम रिपोर्ट पेश नहीं करेगा। पीएम मोदी की एनडीए सरकार भले ही इसे जब भी स्वीकार करे, लेकिन नई सैलरी अगले वर्ष 1 जनवरी से लागू होगी।

New Delhi, August 25: The 7th pay commission was scheduled to file its report by the end of August. However, the commission has sought extension from the government, and is likely to table its recommendations by October.

Around 30 lakh Central Government employees will be benefited by the report. The commission was formed on January 1, 2014 by the erstwhile UPA government. The pay scale of the employees shall be upgraded with the start of the next fiscal year.Finance Minister Arun Jaitley said in the Parliament on February 27 that “The 7th Pay Commission impact may have to be absorbed in 2016-17″. 

The Fourteenth Finance Commission has directed the pay commission to include factors like rising inflation, government’s financial position and the productivity of employees into consideration while tabling its recommendations. As such, a 100 per cent pay hike is expected by the Central Government employees.

The permanent pay panel would recommend regular salary hikes in keeping with the rate of inflation.

7TH PAY COMMISSION: दोगुनी हो सकती है सरकारी कर्मचारियों क

भोपाल. सातवें वेतन आयोग से केंद्र सरकार कर्मचारियों की तनख्वाह दोगुनी होने की संभावना है। आयोग की रिपोर्ट सितंबर के दूसरे सप्ताह में केंद्र सरकार को सौंपी जाना है। केंद्र सरकार के 55 लाख कर्मचारियों में से एक लाख मप्र में कार्यरत हैं। नया वेतनमान 1 जनवरी 2016 से लागू होना है।
सूत्रों के अनुसार सातवें वेतन आयोग में ग्रेड-पे को खत्म किया जा रहा है, जिसके स्थान पर 15 नए स्केल बनाए जा रहे हैं। इन स्केल में वेतनमान रहेंगे और उस पर महंगाई भत्ता देय होगा। इसी के अनुसार अन्य सुविधाओं मकान भाड़ा और परिवहन भत्ता दिया जाएगा।
पहले से लागू है 33 साल में रिटायरमेंट का फाॅर्मूला : फिलहाल लागू छठे वेतनमान में कर्मचारियों की 33 साल की सेवा पूरी होने के बाद रिटायरमेंट का फार्मूला लागू है। इसके पीछे कर्मचारियों को रिटायरमेंट पर साढ़े सोलह महीने के वेतन के बराबर ग्रेच्युटी का भुगतान किया जाना है। इस सेवा के बाद कर्मचारी पूरी पेंशन का हकदार होता है। इसे सातवें वेतनमान में भी लागू किया जाना प्रस्तावित है।
यह होगी प्रक्रिया
सातवें वेतन आयोग की रिपोर्ट सरकार के सौंपे जाने के बाद वरिष्ठ सचिवों की समिति इसका परीक्षण करेगी, जिसमें दो महीने का समय लगेगा। इसके बाद इसे वित्त मंत्रालय को सौंपा जाएगा, जिसे वह अगले साल 1 जनवरी 2016 से लागू करने हरी झंडी देगा, इसे जस का तस मौजूदा वेतन का 2.86 गुना बढ़ाया जाने पर सरकार पर 1 लाख 28 हजार करोड़ रुपए का अतिरिक्त भार आएगा। इधर केंद्रीय अधिकारी कर्मचारियों के संगठन ने सरकार को चेतावनी भी दे दी है कि यदि सेंट्रल-पे- कमीशन (सीपीसी) की रिपोर्ट में ज्यादा कटौती होती है तो वे हड़ताल पर भी जाने का कदम उठा सकते हैं।
अभी सीपीसी की रिपोर्ट सरकार को सौंपी जाना है, उस पर वरिष्ठ सचिवों की समिति विचार करेगी। इसके बाद इसे अंतिम रूप दिया जाएगा। इसमें जो भी विसंगति होगी, उस पर चर्चा करेंगे। अधिकारी-कर्मचारियों के संगठन पहले ही अपनी मांगें सरकार के सामने रख चुके हैं। इसके बाद भी बात नहीं बनती है तो हड़ताल पर जाने का रास्ता खुला है।’- केकेएन कुट्टी, अध्यक्ष, केंद्रीय कर्मचारी परिसंघ

सातवें वेतन आयोग - राज्य कर्मियों का वेतन बढ़ाने की कोशिश में जुटी सरकार


प्रदेश की वेतन समिति के लिए जरूरी सूचनाएं मांगी


सातवें वेतन आयोग की रिपोर्ट केंद्र को जल्द सौंपे जाने की संभावना के मद्देनजर प्रदेश सरकार ने भी तैयारी शुरू कर दी है। शासन ने केंद्र में रिपोर्ट सौंपे जाने के बाद प्रदेश में गठित होने वाली वेतन समिति के लिए जरूरी सूचनाएं मांगी हैं। इसमें ग्रेड पे के हिसाब से कार्यरत कर्मियों के ब्यौरे समेत तमाम अहम जानकारियां शामिल हैं।

वित्त विभाग के एक वरिष्ठ अधिकारी ने बताया कि केंद्र को सातवें वेतन आयोग की रिपोर्ट निकट भविष्य में सौंपी जानी है। इसके बाद राज्य सरकार को अपने कर्मचारियों के लिए वेतन समिति का गठन करना होगा।

इस समिति की सिफारिशों पर विचार कर प्रदेश सरकार को निर्णय लेना होता है। समिति को कर्मचारियों से जुड़ी तमाम अद्यतन सूचनाओं की जरूरत होगी। इसे ध्यान में रखते हुए विभागों से सूचनाएं मांगी गई हैं।

प्रमुख सचिवों, सचिवों, विभागाध्यक्षों व कार्यालयाध्यक्षों से विभागों में स्वीकृत पदों की संख्या, एक जनवरी 2006 को लागू वेतनमान और भरे व खाली पदों का ब्यौरा मांगा गया है।

इसके अलावा प्रथम, द्वितीय व तृतीय वित्तीय स्तरोन्नयन (एसीपी) में ग्रेड पे वार लाभ पाने वाले कर्मियों की संख्या भी पूछी गई है।

The permanent pay panel would recommend regular salary hikes in keeping with the rate of inflation.

The formation of the permanent pay panel would help raise the salaries and allowances of central government officials and employees, an official of the pay panel said.

He added the permanent pay panel would recommend salary and allowance hikes in keeping with the rising inflation rate, which will be implemented by the government. “Then it will not be necessary to form a new commission during the next several years for central government employees.”

अगले सप्ताह तक केंद्र से सातवें वेतन आयोग की सिफारिशों की घोषणा की संभावना के चलते केंद्रीय कर्मचारियों में उत्साह है। उम्मीद जताई जा रही है कि इस पे कमिशन से कर्मचारियों के वेतन में 20 फीसदी तक बढ़ोतरी हो सकती है।

7वां वेतन आयोग - ज्यादा वेतन बढ़वाने के लिए लामबंदी
प्रशासनिक संवाददाता, भोपाल:- आईएएस अफसरों सहित केन्द्र सरकार के अन्य अधिकारियों और कर्मचारियों को 7वां वेतन आयोग कौन सा सौगात देने वाला है? यह चर्चा मध्यप्रदेश के प्रशासनिक अधिकारियों के बीच गर्म है। हर दिन दिल्ली संपर्क करते हुये वेतन बढ़ने और अन्य सुविधाओं के मिलने पर संपर्क किये जा रहे हैं। अगले सप्ताह पेश होने वाली इस रिपोर्ट को लेकर कयास लगाये जा रहे हैं कि वेतन में बढ़ोत्तरी 15 से 20 प्रतिशत तक होगी। आयोग की रिपोर्ट पर 55 लाख कर्मचारी और अधिकारियों का भविष्य जुड़ा है।


सूत्रों की माने तो केन्द्रीय कर्मचारियों के लिये नया वेतनमान तय करने के लिये गठित आयोग अगले सप्ताह सरकार को रिपोर्ट पेश कर सकती है। जस्टिस अशोक कुमार माथुर के नेतृत्व में बना आयोग पहले 10 अगस्त को अपनी अंतिम रिपोर्ट केन्द्र सरकार को सौंपने वाला था लेकिन कुछ कारणों के चलते आगे के लिये टाल दिया गया। सातवें वेतन आयोग की रिपोर्ट को लेकर मप्र के अधिकारी और कर्मचारी इसलिए भी उत्साहित हैं क्योंकि प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान भी अधिकारियों और कर्मचारियों के हितों को देखते हुये कोई नया निर्णय लेंगे।

उल्लेखनीय है कि छठे वेतन आयोग की अनुशंसा अक्टूबर 2008 में लागू की गई थीं। तब कर्मचारियों को 30 महीने का एरियर भी दिया गया था। उस समय वेतन में बढ़ोत्तरी 35 फीसद तक हुई थी। संभावना जताई जा रही है कि मोदी सरकार में वेतन आयोग की सिफारिशें शीघ्र ही प्रस्तुत कर दी जाएं क्योंकि अटल सरकार के दौरान छठे वेतन आयोग के गठन में देरी हुई थी। इसे 2003 में ही गठित किया जाना था लेकिन अटल सरकार ने इसमें देरी कर दी। 
कर्मचारियों को भी बेसब्री से इंतजार
सातवें वेतन आयोग की सिफारिशों का इंतजार अधिकारियों के साथ कर्मचारी भी बेसब्री से कर रहे हैं। छठे वेतनमान का लाभ मिलने के बाद इन कर्मचारियों को बढ़ती महंगाई से काफी राहत मिली थी। अब जबकि महंगाई का दौर पहले की तरह बरकरार है तो इस वेतनमान की सिफारिशें उनके घर के बजट को दुरुस्त करने में सहायक होगी। इसी के मद्देनजर कर्मचारी और कर्मचारी संगठन इसके बारे में जानकारी लेने के प्रयास में हैं। केन्द्र सरकार द्वारा सातवां वेतनमान केन्द्र के कर्मचारियों व अधिकारियों को दिए जाने पर प्रदेश के कर्मचारी व अधिकारी इसे राज्य में लागू करने के लिए राज्य सरकार पर दबाव बनाएंगे। इसकी भी रणनीति कुछ संगठनों ने बनाना शुरू कर दिया है।
1 जनवरी लागू होने की तारीख
यूपीए टू सरकार में गठित 7वें वेतन आयोग को 18 माह में अपनी अनुशंसा पेश करना था, जिससे 1 जनवरी 2016 से लागू हो सके। आयोग के लागू होने से देश के 55 लाख मौजूदा केन्द्रीय कर्मचारियों के अलावा रिटायर्ड कर्मियों को भी लाभ मिलेगा। खबर है कि आयोग ने कई पक्षों से बात करने के बाद निष्कर्ष निकाला है कि 15 से 20 फीसदी सेलरी की बढोत्तरी की जाये।

Government of India has not made enough budget provisions for the rise in wages which are expected after the implementation of 7th Pay Commission report.

Comrades,
There are various reports of wage hike from 15.79 % to 40% in news papers/social media / web sites. It is once again clarified that none of these are correct. If we go through the statement of the Finance Minister in Parliament which says the salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in current fiscal. The pace will increase further in 2016-17 at 15.79 per cent to Rs 1.16 lakh crore with the likely implementation of the 7th Pay Commission award, the outgo towards salary will further rise in 2017-18 to over Rs 1.28 lakh crore.
The budget 2015-2016 : if go through the budget of 2015 -16 http://indiabudget.nic.in/ub2015-16/rec/tr.pdf expected tax revenue is 14,49,490.56 (In crores of rupees).
The Central Government employees wage bill is around Rs 1,00,000 crore . The actual wage bill is now at just 8.5 % of the revenue collection please see .http://finmin.nic.in/pru/BROCHURE/brochure2012-13.pdf.
The budget allocation at just 9.56 % as projected is not the real wage increase by the 7th CPC the Central Government employee is expecting, may be the 7th CPC may give higher wage increase than the budget allocation. If we go through the budget expenditure of 2008-09 when the 6th CPC was implemented the 16% of the total revenue was spent as wages.
The Government being model employer should pay its employees the real wages. The real wage hike the Central Government employee is expecting is more than 80% wage hike. Due to following factors. even the 5th CPC the wage increase was about 40% and 6th CPCrecommendations the wage increase was about 40% even after merger of DA in 2004, hence the wage increase during from 2004 & 2006 together was more than 60%. Now we should hope for better wage hike from the 7th CPC.
a) The actual price rise in last decade is more than 250% , DA we got is just 119% as on 1/7/15.
b) The DA merger has not taken place as on 1/1/14 which would have given a wage hike of 25%.
c) All Government agencies such as Banks, Public sector undertakings, LIC, State Governments etc are having wage revision in 5 years, we are having only wage revision of 10 years, the price rise is eroding the wage hike in just a few years.
Let us fight for the real wage hike.

7th Pay commission and Awareness from Central Government Pensioners

The order on Pre-2006 pensioners (OM No: 38/37/08) that was released on 30/07/2015 has effectively solved the problems of the pensioners and has brought them some relief. Through this order, it has been ordered to give pension to all pensioners. This has made the pre-2006 pensioners happy.

At this time, for the attention of all those who are about to become pre-2016 pensioners and those who are going to retire, we have provided details of the problems that arose in multiplication factor (1.86), weightage and fitment table in pre-2006 pension. We have to be careful about these issues in the forthcoming 7th Pay Commission. With this intent, we present this article to you.

Disparity in fixation of pension, between pre 2006 Retirees and past 2006 retirees.

As per judgement in Nagara case, there should not be any disparity in fixation of pension for pre and post retirees, with any cut of date. But, unfortunately bureaucracy are changing original OM with their own views, by issue of clarificatory order which has resulted in disadvantages to the most of the retirees. That was the case in respect of pension fixation done for pre 2006, retirees based on unnecessary clarificatory order dated 03.10.2009 and 14.10.2009. No authority can issue clarification against original OM which was got by President approval. But OM dt. 03.10.2009 and 14.10.2009 have been issued in contravention of original OM fixation was done by multiplying old pension with 1.86 plus 40% weightage for fixating the pension as per the CCS RP para 4.1.

2) An another rule is there 4.2 by indicating that pension should be fixed in the minimum of the pay in Pay Band with Grade Pay, corresponding to the pre revised scale of the government servant, before his retirement. For example, for those who were drawing 6500 – 10500 (Higher Selection Grade- I) they are entitled to get their pension in the minimum of the pay in the Pay band which is corresponding to the old scale of 6500-200-10500 (fitment table for S-13). But pension is fixed 8249. There is a difference of Rs.651 + DR at the rate applicable then and there.

3) Since the difference was more for S-29 pensioners, they filed case by OA No: 655/2010 in principal CAT New Delhi. They got favorable judgement but, the government made an appeal with high court New Delhi, in which they failed. Then government field SLP at Delhi against CAT and High Court orders but, Supreme Court finally upholded CAT and High Court Judgements.

4) Even after, the Government came ready to revise the pension with effect from 24.09.2012 but, S-29 case pensioners approached supreme court against the revision of the pension 24.09.2012 instead of w.e.f 01.01.2006. Issued in contravention at original OM 01.09.2008.

Now, order has been issued to revise pension for the affected pensioners with effect from 01.01.2006, by order dated 30.07.2015

This is the great victory and pride goes to S-29 pensioners, who had conducted a legal battle to acheive then goal.

Therefore, all pensioners, as well as present employees should be very careful to check their pay fixation and pension fixation on the implementation of 7th CPC which is going to effected on 01.01.2016. This is for kind information.

Important Points 7th Pay Commission should consider apart from pay scales

Seventh Pay Commission has already taken full circle since its inception on 28th February, 2014. Pay commission has reached on its final stage. It had already taken stock of current situation prevailing in country in respect of pay scales of central government employees. Pay commission has finished meeting its stake holders, it has also declared that no more meetings will be carried out and report will be submitted to Government of India within stipulated time frame which ends in the month of August 2015.

But we would like to suggest pay commission some of the issues apart from pay scales, which are as important for the government employees as pay scales.
1. Anomaly Due to MACP & MACP on Promotional Hierarchy:-

छठे वेतन आयोग की कुछ विसंगतियाँ जैसे एम ए सी पी दितीय ग्रेड पे में दिये जाने के कारण अनेकों विसंगतियाँ पैदा हुयी। एक जैसे कर्मचारियो को अलग-अलग ग्रेड पे में एम ए सी पी प्राप्त हुयी — जैसे औधोगिक कर्मचारियो को 30 वर्ष में सभी को 4600 /- ग्रेड पे मिलना चाहिए था परन्तु कुछ कर्मचारियों का 4200/- कुछ को 2800/- ग्रेड पे मिला जिससे कर्मचारियो में असंतोष है माँग की गयी कि ए सी पी / एम ए सी पी Promotional grade pay में मिलना चाहिए वेतन आयोग ने कहा कि विमिन्न मंत्रालयों एवं विभागों से विचार विमर्श करके ए सी पी / एम ए सी पी की विसंगतियों को दूर किया जायगा। वहीँ भारतीय रेलवे में जहाँ पर 2000/- का ग्रेड पे है ही नहीं वहां पर 1900 ग्रेड पे में काम कर रहे कर्मचारी को MACP बजाये 2400/- के 2000/- ग्रेड पे में दी जाती हैं। हम उम्मीद करते हैं वेतन आयोग MACP की विसंगतियों को दूर करने में विशेष ध्यान देगा।

2. Suggestion for upgradation of Grade Pay of Group “C” Employees by merger of GP

ग्रुप “सी″ कं वेतन मानों को मर्ज करते हुए अपग्रेड करने का सुझाव दिया जैसे 1800/- ग्रेड घे को अपग्रेड करकं 1900/- देना और वर्तमान में 1900/- और 2000/- ग्रेड पे को मर्ज करते हुए 2400 /- में अपग्रेड करना, 2400/- ग्रेड पे को 2800/- में अपग्रेड करना, 4600/- और 4800 /- को मर्ज करकं 4800/- ग्रेड पे देना।

3. Anomaly in Pay of Direct Recruitee & Promottee

प्रमोटी और नए भर्ती हुए कर्मचारी एक समान होने चाहिए। छठे वेतन आयोग ने नए कर्मचारियो के लिये ग्रेड पे अनुसार न्यूनतम पे बैण्ड निर्धारित थे और प्रमोटी कर्मचारी के लिए 3 प्रतिशत पदोन्नति लाभ देने के बाद न्यूनतम से काफी कम रह जाता था । इस विषय पर वेतन आयोग को ध्यान देते हुए ऐसी विसंगतियाँ दूर करने चाहिए।

4. Proving of one additional increment to person who are retiring between January to June

वार्षिक वेतन वृद्ध‍ि की विसंगति को दूर करना जिससे प्रत्येक कर्मचारियो को 12 महीने में वेतन वृद्ध‍ि मिलना सुनिश्चित हो। जो कर्मचारी जनवरी से जून के बीच सेवा निवृत्त होते हे जिन्हे एक अतिरिक्त वेतन वृद्वि देकर पेशन का निर्धारण किया जाय क्योंकि वेतन वृद्वि की पात्रता सेवा छ: माह है। इस पर वेतन आयोग कं प्रतिनिधि ने कोई टिप्पणी नही की लेकिन हम वेतन आयोग से मांग करते हैं कि इस बात का धयान अवश्य रखा जाये।

5. Recruitment of Naval Dockyard & EME Employees in GP 2800

जो कर्मचारी नेवल डाकयार्ड ओर ई एम र्ड ने छठे वेतन आयोग कं पूर्व एच एस तथा पांचवे वेतन आयोग के पूर्व सीधे एच एस -1 में भर्ती होते थे उन्हे एच0एस-1 के वेतनमान अर्थात 2800 /- ग्रेड पे में सीधी भर्ती करना चाहिए। यह मामला विभागीय है रिक्रूटमेंट नियम के अनुसार विभाग को तय करना होगा।

6. Technical Allowance for Civilian Employees of Navy & Air Force

नेवी और एयरफोर्स में कुछ कार्य ऐसे है जिन्हे सैनिक और सिविलियन दोनों कर्मचारी साथ साथ करते हैं उन्हें टेक्निकल भत्ता दोनों तरह के कर्मचारियों को मिलना चाहिए।

7. Scrapping of New Pension Scheme

एन पी एस के सम्बन्ध में विस्तृत चर्चा की गयी है और कहा गया कि सामाजिक सुरक्षा के नाम पर CCS Pension Rule 1972 के अन्तर्गत पेंशन प्राप्त हो रही थी उसे जारी रखा जाय। वेतन आयोग ने कहा कि यह सरकारी योजना है जिसे वेतन आयोग बदल नहीं सकता। Pension should be 50%+DA as per Supreme Court
सर्वोच्च नयायालय के सितम्बर 2012 के निर्णय के अनुसार न्यूनतम पेंशन प्रत्येक कर्मचारी को उसक न्यूनतम वेतन के 50 प्रतिशत + मँहगाई भत्ता की गारन्टी अवश्य‍ होनी चाहिए। इसी बात को ध्यान में रखते हुए वेतन आयोग NPS को रद्द करने का समर्थन करे और न्यूनतम पेंशन वाली प्रणाली की सिफारिश करें।

8. Increase in quota of Compassionate Appointment

मृतक कर्मचारियो के आश्रितों को नौकरी का कोटा कवल 5 प्रतिशत है इसमें वृद्धि की जानी चाहिए।

9. Increase in Maternity and Paternity Leave:- 
महिला कर्मचारियों के लिए मातृत्व छुट्टी में और पुरुष कर्मियों की पितृत्व छुट्टी में बढ़ोतरी करने पर भी वेतन आयोग को विचार करना चाहिए।

According to the Medium-Term Expenditure Framework Statement tabled in Parliament, the salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in current fiscal.
The pace will increase further in 2016-17 at 15.79 per cent to Rs 1.16 lakh crore with the likely implementation of the 7th Pay Commission award, said the statement tabled by Finance Minister Arun Jaitley in Parliament.
The outgo towards salary will further rise in 2017-18 to over Rs 1.28 lakh crore.
“The award of VII Central Pay Commission (CPC) and its impact on government finances posesa risk,” said the statement.
It also raised concerns about the rising pension bill of government employees saying it will riseto Rs 88,521 crore in current fiscal. It has been pegged at over Rs 1.02 lakh crore in 2016-17, and over Rs 1.12 lakh crore in 2017-18.
“Like in salaries, higher than normative growth has been provided for the projection of outlay on pensions during 2016-17. For the second year of the projection (2017-18), a normative growth has been assumed. Award of VII CPC and its impact on Government finances poses a risk,” it added.
The recommendations of the 7th Pay Commission, which was set up by in February 2014, is likely to be implemented from January 1, next year.

नई दिल्‍ली: करीब 60 दिनों से दिल्ली के जंतर मंतर सहित देश कई हिस्सों में रिले भूख हड़ताल पर बैठे पूर्व सैनिकों को शायद 15 अगस्त को अच्छी खबर सुनने को मिल सकती है।

रक्षा मंत्रालय के सूत्रों के मुताबिक लालकिले के प्राचीर से प्रधानमंत्री सालों से अटकी वन रैंक वन पेंशन के लागू होने का ऐलान कर सकते हैं। लेकिन अभी तक ये खुलासा नहीं हुआ है कि क्या सरकार पूर्व सैनिकों की मांग को पूरी तरह मान लेगी या फिर फिलहाल जवानों को वन रैंक वन पेंशन देगी और अफसरों को बाद में देगी।

वैसे खुद पीएम नरेन्द्र मोदी पीएम बनने से पहले और बाद में कह चुके हैं कि वे पूर्व सैनिकों के इस मांग को लागू करेंगे। अपने मन की बात कार्यक्रम में प्रधानमंत्री कह चुके हैं कि ये एक जटिल मुद्दा है पर इसे लागू जरूर करेंगे। पूरे देश भर में करीब 25 लाख पूर्व सैनिक हैं।

पूर्व सैनिकों की इस मांग को अण्‍णा हजारे सहित कई राजनीतिक दलों का समर्थन भी मिल चुका है। अपनी इस मांग को लेकर पूर्व सैनिक करीब 30 साल से आंदोलन कर रहे हैं।

How to get Digital Life Certificate through online ?
An “Aadhar-based Digital Life Certificate” for pensioners, in a move that could eventually benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man.
At present, 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. The Aadhar-Based Digital Life Certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year.
Process of getting digital life certificate issued for Pensioners
Step 1 : Pensioner needs to have In Aadhaar number fer getting digital Life certificate issued.
Step 2 : Pensioner needs to enrol and biometrically authenticate himself/herself using one of the following methods
a) Download application prepared for generating digital life Certificate from jeevanpramaan.gov.in on any Android Tabiet/Smartphone or Windows PC. Procure a low cost finger print scanner/iris scanner from the market and plug it on USB port of the Tablet/Smartphone/Pc. Using the above application, Pensioner will be able to enrol and bio-metrically authenticate in real time from the comfort of their homes by giving his/her Aadhaar number and other details related.to their pension bank account.
b) Pensioner can visit a nearby CSC center, Bank Branch or any Government office whose details are provided under ‘locate center” on jeevanpramaan.gov.in and bio-metrically authenticate in real time by giving his/her Aadhaar number and other pension details related to their pension bank account.
c) if the pensioner is already enrolled on the system, next time he gives his Aadhaar number, he would only be required to authenticate his bio-metric for updating date of his digital life certificate.
Step 3 : After successful submission of digital life Certificate. pensioner will be sent a sms on his/her mobile giving the transaction id, Pensioner will be able to download computer generated life certificate from jeevanpramaangovin using this transaction id tor their records.
Step 4 : Bank Branch can be informed about submission of your digital life certificate in one oi the following ways
a) Bank can login on jeevanparmaan.gov.in and can search manually for Pensioner’s life certificate either by giving Aadhaat number, Bank Account number or Transaction.
b) Core Banking Systems of Banks will be able to automatically download life certificate details from the digital life registration repository and update life status in Pensioners bank account.
c) Pensioner’s digital life certificate can be sent to respective branch of the Bank by sending an email or forwarding the link through sms to download life certificate from the website.
Reminders through sms will be sent to the pensioners enrolled on jeevanpramaan.gov.in for timely submission of their digital life certificates.
